Opposition To Bring Motion Against Mayor Of Colombo

The Opposition in the Colombo Municipal Council, according to UPFA member Roy Bogahawatte, is to bring in a motion to suspend the Council or in the alternative to bring it under a Special Commissioner as the Mayor of Colombo is acting contrary to the Municipal Council by laws.
This is to be brought to the formal attention of the Governor of the Western province Alavi Moulana and the Chief Minister Prasanna Ranatunge.
Among the charges are, the allocation and spending of money to refurbish the Gunapala Silva playground in Henamulla without a tender, allocating funds for various projects without the approval of the Finance Sub Committee, not agreeing to discuss proposals made by the Opposition at Council Meetings and the dictatorial conduct of the Mayor. 22 members of the Opposition have agreed to sign this petition, says Roy Bogahawatte.
The Mayor, AJM Muzammil when contacted said, ?I have not done anything against the municipal council laws they can say anything but they must prove it.? If there are any charges against me that I am acting contrary to the municipal council ordinance if they can prove it ? ok.? I know I have not done anything contrary to the Municipal Council Act and they have not told me what it is. Nobody has told me anything.?
Deputy Mayor Titus Perera voiced his opinion, ? There is a move by the Opposition to topple the UNP from power within the CMC or by suspending the Council they would want to wrest the position of the Mayor?. He further added, ?Presently the development work that is carried out within the city of Colombo is in partnership between the CMC and the UDA but some feel that the credit goes only to the CMC. There are some projects that the CMC has not approved and hence the feeling is there to wrest control away from the present administration?. Muzammil meantime added, ?Our finance municipal treasurer will not pay any money without the council approval.? He will be violating the laws himself if he does so.? The Finance Act and Regulations are very clear ? that the municipal treasurer will not approve any projects which do not carry appropriate approvals.?
The mace was removed by the opposition whilst the Council sessions were in progress on the 30th of last month as a motion forwarded by the Opposition had been struck off from the list.
?Though the mace had been returned to the Municipal Commissioner Badrani Jayawardene a decision was made not to bring it into the chamber on the 30th of August. The mace will be brought back only after a court makes a decision and till such time it was not required,? said the Deputy Mayor.
?If the mace is not allowed to be in place on the 30th of August there would be mayhem. The Municipal Council is not the personal property of the UNP and we will not allow them to do as they wish,?? said Roy Bogahawatte.
