Report Indicates that Medical Bills Drive Women into Debt - According to a recent Commonwealth Fund report, medical bills drive women into debt.

The Commonwealth Fund, a non-profit organization that advocates for health care reform, recently released a report indicating that 26 percent of women in the United States struggled with paying medical bills in 2009-2010. These numbers pale in comparison to other nations. 13 percent of Australian women endured such problems, and only 4 percent of German women reported such trouble. With 35 million women uninsured (or underinsured), the report is further evidence that medical bills continue to drive women into debt.

In an interview with NBCNews.com, Commonwealth Fund Vice President Sara Collins explained that women are particularly at risk of not being able to afford medical costs. The report showed that women used more health services compared to men and insurers charged them more, even though women had lower incomes than men. The disparity was especially problematic with women in their childbearing years.

The report's findings also suggest that many Americans are still reluctant to default on medical expenses. Instead of not paying medical bills, they will often take out a new credit card (and create more debt) simply to cover health care costs. Before the real estate market crashed in 2008, it was very common for consumers to refinance their homes and use untapped equity to pay off medical debts. While they alleviated short term debt problems, interest payments eventually became unsustainable when other life problems intervened.

Tragically, most people do not realize the options available to them to establish payment plans to manage debt, or how retirement plans are protected in bankruptcy. As such, it is important for women mired in debt to understand their legal rights and options before depleting all of their resources.

Medical Debt under the U.S. Bankruptcy Code

Medical debts can be discharged in Chapter 7 or Chapter 13 bankruptcy in the same way that credit card debt and personal loans can be eliminated. Medical bills are essentially service debt - costs and expenses accrued as a result of undergoing treatment for a disease, procedures to correct health problems or administrative fees attached to medical care. As such, they are considered unsecured debt under the U.S. Bankruptcy Code, (meaning that there is no tangible property securing the debt). Through a bankruptcy petition, you may seek court approval to obtain a discharge, thereby eliminating your legal obligation to pay that debt.

So, while creditors can seek legal judgments and even garnish wages to collect on unpaid medical expenses, bankruptcy can protect savings accrued in 401k and other retirement accounts, as well as your car and home.

I can't say I'm terribly familiar with director Wes Anderson. I've wanted to give a watch to some of his acclaimed classics such as RUSHMORE and THE ROYAL TENENBAUMS, but it seems I have not gotten around to doing so quite yet. After seeing the mesmerizing gem Anderson carefully pieced together within just the past year, I'm absolutely dying to seek out more of his work. I've said my peace about the technical grandeurs as well as those from the story, collaboratively and flawlessly scripted by both Wes Anderson and Roman Coppola, with not a single word misplaced, forgotten, or wasted. It leaves the well-assembled ensemble cast. I'm aware that Anderson has assembled this way in previous films, and just seeing from one film, it's clear how successful his hand is at the technique. Though the greatest standouts and leading roles are from the debut roles by Gilman and Hayward as the young, fleeing couple, there is a great amount of recognizable talent among the rest of the cast: Bruce Willis, Edward Norton, Bill Murray, Tilda Swinton, Jason Schwartzman, and Frances McDormand. If there is one performer who impresses more than any other, it's Murray. It's rare for his delivery to be so outstanding; he's the kind of actor who is great when he wants to be. Undeniably, this ranks as high up as his work in LOST IN TRANSLATION, GROUNDHOG DAY, and GHOST BUSTERS as some as his definitive best.MOONRISE KINGDOM is an undeniable chef d'oeuvre. It's one of the few films I've seen that fluently manages to blend quirk, wit, soul, and joy, to the very point of dazzling perfection. I can vividly envision the result in my mind, there just isn't a word the English language provides to speak it. Anyone who has sat in a theater with me and so much as glanced down at me during the credits knows what I look like when my mind is blown in such a public experience. I'm mentally awake once the credits start, but the unfathomable emotion brought by the point the film ends stuns me silent. This happens, but very, very rarely. Perhaps if I was living in the 1960s, the age that brought several classics, it would happen very often. Beth Tweddle among top Brits chasing medals

Gymnastics star Beth Tweddle is among top Britons chasing medals across the gamut of sports at the London Olympics on Tuesday, with the hosts yet to take their first gold as the action gathers pace.

Competitors from Team GB are tipped for strong performances in canoe slalom, diving, equestrianism, football, rowing and sailing among many others.

Britain's women gymnasts go into the team final at North Greenwich Arena on a double high after the men's team grabbed bronze on Monday and in the wake of a stunning performance by Tweddle in Sunday's qualifiers, when she beat defending Olympic champion He Kexin of China with a huge leading score of 16.133 in the uneven bars.

Despite playing down Britain's chances of a medal, Tweddle said she and her team-mates could take a lot of encouragement from their performance on Sunday, when they qualified in fifth place.

"There's America, China, Russia, Romania -- they're your powerhouses of women's gymnastics," she said.

"We're a step below that, unfortunately, but we're moving up the ranks. Four years ago we couldn't even make it to a team final and now we've clearly made it."

Britain's eventing team are in silver medal position going into the final day's showjumping in Greenwich Park, lifted by an impressive showing from the Queen's grand-daughter Zara Phillips.

Zara's father Mark Phillips was in the team the last time Britain won the eventing gold in 1972.

"I am so pleased. It was hard work but a great feeling. The crowd was unbelievable and the best thing is that it is my wedding anniversary today," said Zara, wife of former England rugby captain Mike Tindall.

Her family was out in force on Monday, with Prince William, his wife Catherine, his brother Prince Harry and Camilla, the wife of Prince Charles, among the 50,000 crowd lapping up the helter-skelter action from Greenwich Park.

After a foot perfect round on former racehorse High Kingdom, Zara punched the air in delight, gleefully acknowledging the cheers from spectators.

"They were so loud, you couldn't hear your stopwatch beeping," the 2006 world champion said.

An even bigger crowd is expected at Wembley, where Britain's women footballers take on Brazil to decide who will finish top of their group.

Both teams have chalked up 1-0 wins over New Zealand but Brazil's 5-0 thrashing of Cameroon outshone even Britain's 3-0 victory over the African team.

However, GB coach Hope Powell declared after the Cameroon game: "I'm pleased with the result. I'm never really satisfied and there is always something to work on, and we should have scored seven."

Home diving hopes rest with Tonia Couch and Sarah Barrow in the women's synchronised 10m platform final, after Tom Daley and Pete Waterfield managed only fourth place in the men's event.

Another British woman will be the spotlight at the swimming gala, where Ellen Gandy takes to the water in heats of the 200m butterfly as she bids to match or improve on her silver medal in last year's world championships.

Among the men, 2004 bronze medallist Nick Dempsey starts his challenge in the RS:X sailing class in Weymouth while the Great Britain's lightweight rowing four of brothers Pete and Richard Chambers with Chris Bartley and Rob Williams contest the semi-finals of their event at Eton Dorney.

US audit: $200M wasted on Iraqi police training

BAGHDAD (AP) ? U.S. auditors have concluded that more than $200 million was wasted on a program to train Iraqi police that Baghdad says is neither needed nor wanted.

The Police Development Program? which was drawn up to be the single largest State Department program in the world ? was envisioned as a five-year, multibillion-dollar push to train security forces after the U.S. military left last December. But Iraqi political leaders, anxious to keep their distance from the Americans, were unenthusiastic.

A report by the Special Inspector General for Iraq Reconstruction, to be released Monday, found that the American Embassy in Baghdad never got a written commitment from Iraq to participate. Now, facing what the report called Baghdad's "disinterest" in the project, the embassy is gutting what was supposed to be the centerpiece of ongoing U.S. training efforts in Iraq.

According to the report, the embassy plans to turn over the $108 million Baghdad Police College Annex to Iraqis by the end of the year and will stop training at a $98 million site at the U.S. consulate in the southern city of Basra. Additionally, the number of advisers has been cut by nearly 90 percent ? from 350 to 36.

"A major lesson learned from Iraq is that host country buy-in to proposed programs is essential to the long-term success of relief and reconstruction activities. The PDP experience powerfully underscores that point," auditors wrote in a 41-page summary of their inspection. An advance copy was provided to The Associated Press.

Auditors noted that it "has clearly been difficult" for American diplomats to secure a solid commitment from Iraq's government to participate in the training program. Still, the report concluded, "the decision to embark on a major program absent Iraqi buy-in has been costly" and resulted in "a de facto waste."

The findings call into question funding needs at the largest U.S. embassy in the world, as the Obama administration prepares its new spending plan for the 2013 fiscal year that begins Oct 1. While auditors said it's unknown how much the embassy in Baghdad is requesting, additional money for the police program "may not be needed."

Despite years and billions of dollars of training, Iraq's police force remains a vulnerable target for militants. On Sunday, seven police were killed and nine more wounded in bombings and shootings near the former al-Qaida stronghold of Fallujah, about 64 kilometers (40 miles) west of Baghdad. It appeared to be the latest strike by the Sunni insurgency as it seeks to reclaim areas where U.S. troops ousted them.

In a July 26 letter responding to a draft of the report, acting Assistant Secretary of State Carol Z. Perez said the embassy will need an unspecified amount of additional funding this year to continue training Iraqi police into 2013. She disputed the finding that the funds have been wasted, noting Iraqis will continue to use the Baghdad Police College Annex for training.

Moreover, Perez said, the embassy has been assured by Principal Deputy Interior Minister Adnan al-Asadi that Iraq is committed to a streamlined version of the training program. U.S. diplomats will continue working with top security officials, she said, "to ensure that our police assistance efforts meet mutual goals and objectives and to sustain senior-level Iraqi commitment to the program."

The auditors, however, said those assurances fall far short of a written commitment, and quoted al-Asadi as telling U.S. inspectors that the police training program is "useless."

Al-Asadi "also indicated that Iraqi police officers had expressed their opinion that the training received to date was not beneficial," the audit said.

Al-Asadi could not immediately be reached for comment Sunday and his spokesman declined to discuss the report. But a key member of parliament's security oversight committee said that U.S. training programs are no longer needed by Iraqi police.

"The Iraqi federal police went through many training courses, in many fields, and that resulted in having many experts and specialist academies," Shiite lawmaker Hakim al-Zamili said. "At this point, we don't need the American expertise, because of the expertise we have now."

Auditors said the U.S. has spent about $8 billion to train and equip Iraqi police since the 2003 U.S.-led invasion. At that time, there were about 58,000 police in Iraq. The report said that number had grown to 412,000 by 2010. Other estimates put the size of Iraq's federal, local and border police force at 650,000.

The training was led by the American military until last October, just six weeks before U.S. troops left Iraq for good. The embassy took over the program, but with what Monday's report described as "mixed results."

Iraq's self-rule northern Kurdish region has embraced the program and, as a result, half of the remaining 36 U.S. advisers assigned to police training will be based in the Kurdish capital of Irbil, 350 kilometers (215 miles) north of Baghdad.

But restive politics in the central government, whose factions are reluctant to be seen as dependent on American help, have prompted officials to keep the U.S. trainers at arms' length. Some Iraqi officers have been told to skip the police training sessions, the audit said, citing one who blamed "lukewarm relations between the Americans and Iraqis (that) has created some distance between them."

Stephanie Sanok, who was at the U.S. Embassy in Baghdad from 2009 to 2010 and is an expert at the Center for Strategic and International Studies in Washington, called the police training program "doomed from the beginning" because American officials never made sure Iraqis supported it.

"The U.S. government has a tendency to go ahead with programs that it has decreed are in the host country's best interests," Sanok said. "This was such an expensive program, and there was plenty of time to get the Iraqi government to help shape it in such a way that they could eventually take it over. But we never got that buy-in."

    It's the second straight match to open the Olympics that Walsh and Treanor have played at 11 p.m. It's forced an adjustment in the body clock for Walsh Jennings, who is used to getting up at the crack of dawn with her two children.

    Predicted commuting chaos as London attempted to juggle a regular business day and the strain of hosting the Olympics didn't materialize early Monday morning ? at least not along the capital's cycle lanes.

    A regular ride from north London to the Houses of Parliament ? a small spike from the Olympic beach volleyball courts ? took a zippy 20 minutes, almost 5 minutes less than during a usual Monday morning.

    While a major route that links London to the country's M1 highway had typically thick traffic, many other roads appeared far quieter, with schools closed for summer holidays and many businesses advising staff to work from home.

    London's transport officials are warning commuters to brace for potential delays on roads and the subway on the first working day of the Olympics.

    London's commuters could face an Olympic task of their own Monday.

    They'll be competing with spectators and tourists to get around town during rush-hour.

    Sporting events will take place in venues across London, from the Olympic Park in the east to Wimbledon and Wembley Stadium in the west.

    Transport for London, which runs the capital's public transport network, warned commuters to avoid multiple key subway lines and urged them to leave extra time for their journeys.

    The U.S. men's gymnastics team is looking to win its first team gold since 1984 when it hits the mat Monday morning.

    Danell Leyva will anchor the Americans in the event, which begins at 11:30 a.m. local time.

    Leyva will compete in four of the six events and serve as the last man up for the U.S. on the high bar, the team's final event.

    MISSING KEYS

    London police lost a set of keys last week to Wembley Stadium, an Olympic soccer venue in west London, Scotland Yard said. But officials say security wasn't compromised.

    Although the keys haven't been found, there was no evidence of criminal offenses, the force said. They believe police probably misplaced the keys.

    Organizers of the London Olympics stressed that relevant locks have been changed and there was no security breach. Police declined to provide more details about what the keys were for.

    A female fan of the Venezuelan boxing team isn't shy about urging her fighters on in the ring. From her balcony seat she shouts words of encouragement in Spanish in a loud, singsong voice that pierces through the arena.

    On Sunday the crowd watching Gabriel Maestre Perez of Venezuela defeat Iran's Amin Ghasemi Pour enjoyed her more than the bout. They cheered her when she yelled, then started responding with a collective cheer every time she shouted.

    When Maestre Perez won, many of the fans turned and clapped for her instead of him. She was finally silent at the moment, doing just the sign of the cross in relief.

    Did you see those argyle pants Norway's curling team wore for the winter Olympics and think, "I wish they made something like that for the beach?"

    Man shoots his two kids, one fatally, kills himself

    WORCESTER, Mass. (AP) ? A man who had recently separated from his wife shot his two children, killing his 7-year-old daughter, before committing suicide, prosecutors said.

    A family member called police Saturday night after finding the bodies of 41-year-old Daryl Benway and his daughter, Abigail, in the master bedroom of their two-story Oxford home, Worcester County District Attorney Joseph Early Jr. said.

    Benway's 9-year-old son, Owen, was found shot in the head in the kitchen and was taken to UMass Memorial Children's Medical Center in serious condition. Owen has been in pediatric intensive care, a spokesman for Early said Sunday. He said he had no additional information about Owen Benway's condition, and a hospital spokeswoman would not comment.

    Benway's wife, Kelleen, returned home after the shootings, unaware of what had happened, and found a swarm of police cruisers and television crews, Early said. She was taken to the children's hospital, where authorities told her the fates of her children and husband.

    Neighbors told the Telegram & Gazette that Daryl Benway's brother Shawn lived on the first floor of the home with his wife and mother. Shawn Benway called 911 to report the shootings, Early said.

    Early said he couldn't speculate on a motive. He said the Benways separated weeks ago but were still married.

    No restraining orders had been filed against Daryl Benway, and he had no criminal record, the DA said. He had a gun license that expired in 1999, Early said.

    On Daryl Benway's Facebook page, his profile picture posted in December showed him with his family in front of a Christmas tree. He described the woman next to him as "my Beautiful wife Kelleen." Owen stood in front of him in a white dress shirt and red plaid tie, while brown-haired Abigail wore a black and white dress with a black hair bow.

    Daryl Benway listed his place of employment as TJX Cos., which operates discount retailers TJ Maxx, Marshalls and HomeGoods, as well as Ross Stores Inc.

    (AP) ? European Central Bank president Mario Draghi has already taken Europe's monetary authority into uncharted territory.

    Now, with the debt crisis in Europe threatening further disaster, he may have to push it even farther into the unknown to save the euro.

    The 17 countries that use the euro are struggling as economies across the region face deepening recessions. Spain and Italy, the two chief trouble spots, are threatened with a financial collapse that could tear the 13-year old currency union apart and rock the global economy.

    Spain's bond borrowing costs, or yields, have hit record highs recently as it tries to prop up its stricken banking sector and meet requests for financial aid from its regional governments. That has raised fears the country may be the next to seek a bailout from the other eurozone countries, following Ireland, Greece, Portugal and Cyprus. Italy, attempting to keep a handle on its debts in a stagnant economy, is also feeling the heat.

    Then last Thursday, Draghi sharply raised expectations for more central bank action when he vowed the ECB would do "whatever it takes" to save the 17-country euro, and that "believe me, it will be enough." Markets jumped on the news, expecting that the bank could soon intervene in bond markets to drive down the borrowing costs that are threatening Spain and Italy.

    In the days following Draghi's comments, politicians across Europe have added their voices to pledges of action for the eurozone. First came a joint statement from Angela Merkel of Germany and France's Francois Hollande, followed by another from Merkel and Italy's Mario Monti. This was followed by the head of the eurozone's finance ministers group, Jean-Claude Juncker, and German finance minister Wolfgang Schaeuble.

    All eyes are on Draghi to see what the ECB can deliver.

    Yet Draghi and the 23-member governing council face a key constraint: they must contend with the demands of fear-stricken financial markets on one side and its founding treaty on the other.

    The 1992 treaty gives the bank an overriding mandate to control inflation first, and only then to seek other goals such as growth. It is forbidden from supporting the finances of eurozone governments. That's different from other central banks, such as the U.S. Federal Reserve and the Bank of England, which have broader crisis-fighting powers.

    The Fed is meeting this week and could decide to take more action to stimulate a weakening economy.

    How far can Draghi go? The bank also has a meeting this week but could act at any time. Here are some possibilities ? and their drawbacks:

    BUY GOVERNMENT BONDS:

    Buying bonds drives up their prices, and pushes down their interest rates ? or yields. That's because prices and yields move in opposite directions. Starting in May, 2010, the ECB intermittently bought more than ?200 billion worth of bonds of shaky governments including Italy and Spain, on the open market.

    DRAWBACK: The effort did not do much to calm the crisis. Its impact was blunted because the ECB stressed it was limited in amount and focused only on spreading the ECB's interest rate policy throughout the eurozone. It is opposed by some, including Germany's Bundesbank, which has a seat on the ECB's board, as blurring the bounds between influencing interest rates ? the ECB's job? and helping government finances, which it can't do.

    Europe's temporary bailout fund, the European Financial Stability Facility, could buy bonds ? but has limited resources on its own.

    TURNING THE BAILOUT FUND INTO A BANK:

    By agreeing to a banking license for the European Stability Mechanism, the bailout fund set up by the countries that use the euro, the ECB would enable the fund to borrow from the ECB and use that money to buy the bonds of troubled governments from investors on the open market.

    Because the ECB can create as much money as it wants in order to lend, the ESM could in theory raise several trillion euros if it had to. And because the ECB is not helping out governments directly, it can be argued the practice would not fall foul of the treaty.

    "That is the No. 1 concrete thing they could do," said Karl Whelan, an economist at University College Dublin and former staff economist at the Federal Reserve. "There is nothing illegal about it. People would stop staying the eurozone doesn't have the firepower to fund Spain and Italy. It would be the end of that concern."

    DRAWBACK: Nonetheless, Draghi and others say the idea is still too close to financing governments. He made a forceful statement July 5 that the move would violate the ECB's mandate and would mean violating its mandate, thus "destroying its credibility."

    Still, the ECB has reversed course on other issues during the crisis.

    LEND TO BANKS:

    The ECB could expand its lending to banks for short-term loans. It would do that by agreeing to ease its rules on what types of collateral it could take for banks for these loans. It has already done this several times before and also given banks unlimited credit.

    It could also make a third offer of cheap, three-year loans to banks, after two rounds that handed out ?1 trillion in December and February. Some banks used the money to buy government bonds. That's allowed under the ECB treaty because the ECB can loan any amount to banks ? just not to governments.

    DRAWBACK: Banks holding too much government debt is already one of the key risk factors in the crisis. A government default would hurt banks and cut off lending to the wider economy. More lending could make that worse.

    CUT RATES:

    Analysts say the ECB has room to cut the main refinancing rate it charges banks for loans from the current all-time low of 0.75 percent. It could also push the rate it pays banks for deposits ? currently zero ? into negative territory, a move aimed at pushing them to lend funds rather than stash them with the ECB. This could help bolster currently weak growth ? which would help government tax revenues and make it easier to pay debts ? and lower costs to shaky banks.

    DRAWBACK: Rates are already very low and it's not having much effect on business activity and borrowing.

    Jonathan Loynes, chief European economist at Capital Economics in London, says Draghi's remarks last week were a "pretty strong signal" the bank might intervene in government bond markets with limited purchases aimed at lowering countries' borrowing costs, as it has before on a limited basis. Markets, however, appear to hope for that plus more, a comprehensive new approach.

    "My guess is, the markets will be disappointed," Loynes said. "There was a lot of emphasis on those three words, 'Whatever it takes.' "But there are three other words that are just as important: 'Within our mandate.'"

I understand that is very important, however, it is also important to look at long-term strategies so that customers will remember your company the next time they need your service and / or when they are asked for a referral from one of their friends, neighbors or relatives.

    A solid long-term strategy is important, so your customers will be able to find you or think of your company first when they need services months or years after the initial visit.? The industry term is ?Top of Mind Awareness? or (Toma) for short.? But what is really meant by ?Top of Mind?? Certainly, it is not the literal sense an area in the mind where the top ?stuff? is stored.? But it is like a mental anchor that connects thoughts to things, situations, memories, etc.?? Just for an example, do you have a particular song that whenever you hear it, it brings you back instantly to an event in your life.? It could be 30, 40, or more years than you wish to admit, but that song just brings you back to that event and it always will.

    Well that should be the goal with your business.?? When someone thinks about needing whatever service you provide, you want him or her to think of your company.?? This is not an easy task and it should be part of an on-going plan in your business.?? Branding is the path that will lead to TOMA and branding takes time.? To effectively brand your company you need an identity.? An identity is created through consistent and repetitive use of logos, jingles, videos, etc.? Over time your customers hear it, see it, and eventually their brain gets programmed to think of your company first whenever they need service.? You know you have succeeded when a customer says something like, ?your jingle is driving me crazy, I can?t get it out of my mind?? I guess it is kind of like brainwashing, but without any negative effects.

    Some of the tools that I think are very important in effective branding include:? effective use of voice mail, message on hold, professionally designed logo and graphics, audio and video on website, blogging, monthly newsletter (email or printed), etc.? A great start to a branding campaign can be to join your local chamber of commerce and hand out magnets or pens.? Get to know some local people and you will start to exchange leads.? There are many local networking groups that are free or very inexpensive to join and part of your marketing campaign should be to get known as the local expert in your trade.? One of my customers told me that they look at each person in a local networking group as a member of their sales force.

    One of the tools that most people don?t use are greeting cards.?? Think about this;? If you are providing a service that generally fixes things, then many of your customer? s may not be very happy with an unexpected repair bill.?? You don?t want them thinking of you just when they are upset, as that is not a good anchor.? How about sending each customer a birthday card??? All you have to do is get the day and month when you provide the service and now when they get a card from their plumber, carpenter, exterminator, etc?? they will tell all their friends?? because hardly any service people send a birthday card and I am not talking about an e-card.? I mean a real physical card that you mail.? There are ways to do this very conveniently and cost effectively.? I use this strategy and I know that when someone gets a greeting card they usually hold onto it!

    There are many innovative techniques that help build ?TOMA?, but it takes a major commitment and time to build it up!? Building top of mind awareness is a long-term strategy that is well worth the wait and it can help your business move ahead of the competition.?? With an effective strategy to build ?TOMA?, you won?t have any competition because your customers will keep coming back to you and they won?t even try to look for another service provider!
