Japan's Independent Film Theaters are Disappearing

One after the other, independent movie theaters are going out of business in Japan. In this post we will look at the situation in Tokyo,?which has the?largest number of theaters?in Japan?[ja].

In 2011, two theaters were closed in Tokyo's Shibuya Ward. This year, on January 29,?Ebisu Garden Cinema?[ja] and on February?27,?Cinesaison Shibuya?[ja] were shut.?Ginza Theatres Cinema?[ja] will follow suit in May 2013.

In the Asakusa area, which is home to?Denkikan,?Japan's first dedicated movie theater, built in the early 1900s and a symbolic place for Japan's motion picture, the last three traditional cinema houses?Asakusa-Meigaza?[ja], Asakusa-Chuei Gekijo?[ja] and Asakusa-Shin Gekijo?[ja] were forced to shut down on October 21, 2012.

The?Chuei Corporation?[ja] which ran the three theaters?explained ?the deterioration of the buildings? had forced them to close.

The building, built in 1927, is older than Nihonbashi-Takashimaya which is designated as one of the important cultural properties. It?s regretable in that sense as well.

On April 24 2012, a Japanese film director Koji Wakamatsu, who passed away on Oct 17 this year, made a proposal on Twitter about the country's grant?system on arts and cluture, which has been retweeted 5,927 times as of November 27, 2012:

Proposal by Director Wakamatsu :?The Agency for Cultural Affairs need not to provide grants for film making, which will only result in poor production. Instead they should support the suffering small theaters. It is meaningless to make films if there?s no theater to show them! Please amplify my message.

Because the ticket is valid for only one show. It used to be okay to stay and watch the same show again with the same fee. Also, now DVDs are available in three months after the film comes off the theater, far shorter than six months. I was surprised to see a TV commercial announcing the release of the DVD version of Cars 2

I feel we are suffering a real loss [with theaters?disappearing]?, but I also feel there?s no great film that is worthy of being showcased in traditional cinema houses. It can be said that we are in a temporal trend ?where people are just going to dry, cinema complexes with enlarged versions of TV screens

The tide of closing cinemas has changed the look of Tokyo's streets. People who used to get together and spend time there have lost their place.

Obama touts Hagel, says no decision on defense secretary job

WASHINGTON (Reuters) - President Barack Obama offered strong support for former Republican Senator Chuck Hagel as the potential next U.S. defense secretary but said in remarks aired on Sunday that he had not yet decided on a nominee for the Pentagon post.

Hagel is considered a leading candidate to replace outgoing Secretary of Defense Leon Panetta, but the former Nebraska lawmaker has come under criticism for his record on Israel and for a comment that being gay was an inhibiting factor for being an ambassador.

"I've served with Chuck Hagel. I know him. He is a patriot. He is somebody who has done extraordinary work both in the United States Senate, somebody who served this country with valor in Vietnam," Obama told NBC's "Meet the Press" in an interview taped on Saturday and broadcast on Sunday.

Any nomination for defense secretary must be approved by the Senate where some lawmakers have voiced criticism about their former colleague.

"I think a lot of Republicans and Democrats are very concerned about Chuck Hagel's positions on Iran sanctions, his views toward Israel, Hamas and Hezbollah, and that there is wide and deep concern about his policies. All of us like him as a person," Republican Senator Lindsey Graham said.

"There would be very little Republican support for his nomination, at the end of the day, there will be very few votes," Graham said on Fox News Sunday.

Republican Senator Tom Coburn from Oklahoma said bluntly: "I cannot vote for Chuck Hagel."

Aside from his controversial statements, "he does not have the experience to manage a very large organization like the Pentagon," Coburn said on CBS' "Face the Nation." "If there's a place that we need great management it's the Pentagon."

Senator Richard Durbin, a Democrat from Illinois, said on the same television show that Hagel deserved "respect for the service he's given our country in the military and in the Senate" and should be given consideration. "He at least deserves a hearing and an opportunity," he said.

Obama said he had seen nothing that would disqualify Hagel.

The president said Hagel had apologized for his comments related to homosexuality, referred to by NBC's David Gregory in the interview.

"With respect to the particular comment that you quoted, he apologized for it," Obama said.

"And I think it's a testimony to what has been a positive change over the last decade in terms of people's attitudes about gays and lesbians serving our country. And that's something that I'm very proud to have led," he said.

Obama came out in favor of gay marriage in the middle of his re-election bid this year. Earlier in his term he presided over the end of the "don't ask, don't tell" policy that prohibited gay men and women from serving openly in the U.S. military.

Hagel, who left the Senate in 2008, has faced questions about his record on Israel.

Some of Israel's leading U.S. supporters contend that Hagel at times opposed Israel's interests, voting several times against U.S. sanctions on Iran, and made disparaging remarks about the influence of what he called a "Jewish lobby" in Washington.

Obama, who has strained relations with Israeli Prime Minister Benjamin Netanyahu, has faced questions of his own from the American Jewish community about his approach to the U.S. ally.

Obama said Hagel was doing an "outstanding job" serving on an intelligence advisory board and gave no indication on when he would make his final decision about the defense chief job.

The president has already backed down once from a contentious nomination, choosing Democratic Senator John Kerry to replace Hillary Clinton as secretary of state rather than going with his presumed first choice, U.S. Ambassador to the United Nations Susan Rice, whom many Republicans opposed after she made controversial remarks about the September 11 attacks on a U.S. mission in Benghazi, Libya, that killed four Americans.

NBA: Golden State Warriors defeat Boston Celtics

OAKLAND -- As they've been prone to do, the Warriors made it look a little dicey Saturday night. But in the end, as usual, they pulled it out, 101-83 over the Boston Celtics.

Point guard Stephen Curry led the Warriors with 22 points, nine assists and three steals. David Lee had 20 points on 10 of 15 shooting, and rookie Harrison Barnes finished with 15 points and eight rebounds.

Golden State (21-10) led by as much as 22 points. Late in the game, the Warriors allowed the Celtics to cut the deficit to single digits before putting Boston away.

The Warriors, who have won five of their last seven games, are now 13-2 against Eastern Conference teams.

They controlled most of the game as Boston struggled to score. The Celtics, though, were forced to play without point guard Rajon Rondo -- who is one of the best in the business, averaging a league-leading 11.7 assists per game. He sat out with a bruised hip. With Avery Bradley out after shoulder surgery and Leandro Barbosa not with the team for personal reasons, the Celtics were depleted at guard.

Golden State's defense took advantage, holding Boston to 6 of 27 shooting and 17 second-quarter points. The Warriors pushed their six-point lead after the first quarter to a 57-40 halftime advantage.

The lead got as high as 73-53 after a Curry floater in the lane with 4:59 left in the third quarter.

But the Warriors missed their next five shots, and Boston ran off six quick points

to cut it to 14.

A Curry 3-pointer seemed to settle things, but a fit of Warriors turnovers sparked another Celtics' spurt. Curry committed two of the four straight turnovers by Golden State -- both on risky, one-handed passes. The latter led to a breakaway dunk by Boston's Brandon Bass, cutting the Warriors' advantage to 11. Celtics rookie Jared Sullinger closed the quarter with a jump hook to send the Warriors into the fourth quarter with a single-digit lead, 76-67.

Jackson sat Curry and, as he's done all season, and backup point guard Jarrett Jack picked up the slack.

Boston had the lead down to 78-70 when he hit a 3-pointer from the top of the key. After Paul Pierce missed a jumper (he was 4 of 20 with 13 points), Jack converted a driving layup.

The Celtics' Jason Terry hit a 3 to get the Warriors' advantage back down to 10. But Jack answered by setting up a Charles Jenkins jumper to start a 9-1 run. Jack's drive-and-dish to Curry for a 3-pointer put the Warriors up 92-74 and effectively ended any hopes Boston had of winning.

Jack finished with 14 points, four rebounds and four assists.

  • In the locker room, the players often joke about how with every win they have accomplished something for the Warriors for the first time since before many of them were born.

    "Wow. We're getting back into Run TMC stuff," Lee said after he was told the victory over Philadelphia on Friday gave them 20 wins before Jan. 1 for the first time since the 1980-81 season.

    Jackson likes to say the Warriors' history of losing doesn't belong to this team. But their start to the season has been something for the record books. Golden State, at 21-10, are off to its best start since 1991-92, when it opened 21-8.

    Golden State finished 12-4 in December. The last time it won at least 10 games in a month was March 2008.

    This current winning percentage makes for their best month since going 10-1 in 1975, the championship season.

    The Warriors have already put together the best long road trip in team history.

    And, at 11-6 away from home, they are off to their best road start since the 1991-92 season.

    "We're really proud," Lee said. "We're trying to establish our own history.?

  • Though the percentages don't exactly bear it out, the Warriors' backcourt of Curry and Klay Thompson have established themselves as a premiere shooting backcourt. From 3-point range, anyway.

    The pair entered Saturday's game with a combined 168 made from beyond the arc, most by any pair in the league.

    Over the first 30 games, Curry made 88 3-pointers and leads the league with 24 games making multiple ones from deep. Thompson has made 80 and is third in the league with 21 multiple 3-pointer games.

    By the end of the third quarter on Saturday, each had knocked down three from 3-point range as Golden State made nine of its first 15 attempts (60 percent).

  • Jackson had glowing words for Celtics coach Doc Rivers before the game.

    "Doc is a guy that I talked to during the process of becoming a head coach," Jackson said. "I value him. He's a great coach, a heck of a basketball mind and has been very helpful during the process. He's a guy I have a tremendous amount of respect for and I'm thankful."

    Jackson credit Rivers for paving the way for him getting into the coaching profession.

    "I value the fact that he did it by not being an assistant coach and understood the question marks," Jackson said. "He was successful. He's a championship coach and in the discussion for best in the business. I do not take it for granted how that paved the way and made it easier for somebody to give me an opportunity."

    GMing and You or So you?ve decided to play God.

    Hi I?m Bosch and I?ve been GMing for quite a while although not here, over this time I?ve developed a few ideas and pointers to help me stagger through an RP and hopefully give everyone a good time (much like a good brothel owner). In this article I?m going to share my thoughts on RPing. I?m not saying I?m totally right or that my tips will work all the time but just whats worked for me.

    Before we begin though I?d like to clear up a few definitions.

    An RP.

    A Role Play which is the whole reason we are here. Notice that it?s not a RPG as in a Role Playing Game. I draw a distinction because ?Game? implies competition which I feel it not the point of an RP. To me an RP is about a group of people telling a story from the point of view of multiple characters. You can disagree with me but I believe that good RPs are more about cooperation than competition.

    A GM.

    This stands for Game Master and I wish there was another term for this like ?story leader? or ?coordinator? as it fits the role better. The name is a nod to the early of Table Top RPGs where one person would present situations for the other characters to react to. For are uses it the person running the show who comes up with the world and administrates the RP.

    Should I be a GM?

    Yes, GMing is fun and a great way to meet lots of RPers, I think everyone should give it a go at least once if just to see what it?s like.
    Being a GM takes three things an Idea, Dedication and Communication. Much like a tripod if you?re missing one the whole thing is guaranteed to fall over.

    World Building

    Without a doubt this is the most important thing you will do as a GM because it?s what attracts people to your RP and what keeps them there. I find it helps to think in terms of Genres and where they overlap. So maybe you want to do a crime RP but in a Sci-Fi Setting or a Modern Fantasy RP with comedy elements. The reason thinking in terms of genre is a good thing is it makes it easier to explain your RP quickly to potential RPers.

    Once you have settled on a general theme it?s time to put your mark on it. You need to work out the politics, history, groups technology, magic, races and everything else that goes into your world.

    For the purposes of this Guide we?re going to use an example RP that I?m literally making up as we go along. It?s a Sci-FI Vampire Hunter RP called BloodCell. See just in that sentence you already have an idea what?s going on.

    Plot

    The Plot is very important but secondary to world building as the plot can vary wildly from what you planned to what happens, this is because of RPer involvement. In my opinion the RP should start with a big event, a murder or an attack or a wedding, something dramatic that immediately gives the RPers something to do. Nothing kills an RP faster than the ?getting to know you phase? where characters just parrot the information on their CS. Start strong and kick off the RP with a bang.

    The second important thing to note is as the GM the plot is your character and all other concerns are secondary. It?s your job to get the RP through and finished. That means you must be willing to sacrifice characters for the good of the story. Sometimes you can have fun with this. For example write a full CS for a character, big them up in you first three or four posts and then kill them. I mean really kill them dramatically and brutally, this is often a good way to introduce an antagonist, who odds are you will be playing.

    The Third most important thing is that you have a plot that is an ensemble thing. Do not have a main character. Firstly if the main person leaves your screwed, secondly it will give too much control to a single RPer, you?re the GM so you are in control. Thirdly it means the other RPers are bored and reduced to glorfied NPCs. Nobody likes this.

    So subplots are important. That basically means making sure everybody has something to do. We?ll come back to this below.
    Ok so if we return to our example RP BloodCell we know we?re going to have Vampires. But I don?t really like the sparkly kind of Vamps, I like the pure evil variety. So maybe Vampirism has become an epidemic which has led to the founding of evil Vampire extremist groups. So we need something to fight these terrorist Vampires.

    Werewolves?

    Too clich?d.

    It?s a Sci-Fi setting so why not Cyborgs or robots like Ghost in the Shell?

    This could work as both groups will have impressive strength which will led to impressive fight scenes while neither are entirely human which could give the more philosophical RPers something to sink their teeth into (Ha Ha.. sink their teeth into.. see it?s about vampires and they bite people you know, with their teeth... nevermind). Additionally maybe the vampires are genuinely discriminated against adding another layer for thoughtful RPers to explore.

    Thinking about how people are going to approach your RP is key to developing a good plot and World.

    Drumming up some business.

    The Interest Check (Int Chk) should give a brief outline of the RP?s world, plot and comparable works.

    So the Int Chk for BloodCell could read like this.

    In the Year 2051 Vampirism has become an epidemic with afflicted individuals forming their own subculture and feeding off the living. Faced with a disaster the government forms the AVUs or Anti Vampirism Units to seek out and destroy Vampiric activity. The members of the AVU ex humans turned into Cyborgs designed to hunt and kill Vampires.

    This RP will follow a unit of AVU called the BloodCell as they track down a groupl of Vampires believed to have taken part in a terrorist action.

    The RP will be similar in nature to Ghost in the Shell, Day Breakers and Blade Runner.

    The Title for the Int Chk topic should be a briefer description.

    Sci-Fi Vampire Hunter RP

    Remember to bump it when you want more RPers.

    What about Roleplayers Wanted?

    In my experience you get less hits with the Roleplayers Wanted section but every little helps.

    Remember to frame to topic title in terms of Role Players wanted.

    Looking for RPers to play Cyborg Agents in a Vampire Hunting Agency.

    Then provide a link to the Int Check.

    Remember to bump it whenever you need more RPers.


    Time to Make an RP?

    Unfortunately I can?t tell you what the magic group size is as it varies depending on RP type. What I would suggest is take on at least two more RPers than you feel you need. This is because RPers are possibly the biggest flakes you will meet in any walk of life at a few will disappear in the first few posts. At least if you have more than you need the drop outs won?t be felt as keenly.

    Once you?ve a good size group it?s time to Click the create new Roleplay button.

    Creating an RP.

    Hells horses that?s a lot of little boxes. In this section I?ll give a brief run through of those boxes.

    To help we?re going to use our fictional RP BloodCell. Anything in italics is what goes into the field.

    Name
    BoodCell

    Descprition
    The RP is set in 2051 and the planet is facing an epidemic of Vampirism and terrorist actions. The Vampires are treated as second class citizens and have formed their own subcultures. While most are peaceful some have begun feeding off the living and fighting for Vampire control of the planet. Faced with a potential war against an undead foe the government forms the AVUs or Anti Vampirism Units the seeks out and destroys Anti-Human Vampiric activity. The members of the AVU ex humans turned into Cyborgs designed to hunt and kill Vampires.

    The RP group will be playing the members of a AVU called BloodCell thats has been tasked to investigate some disturbing reports...
    (A rehash of the Int check is acceptable)

    Tags
    Original, Vampire, Sci-Fi. Put whatever you feel is relevant just make sure you stand over your decisions for example If I was use the word Magic that would be wrong because magic dosen?t feature in the RP and will lead to confusion.

    Setting
    The BoodCell Universe. I always had trouble with this question but I guess it?s if you have a successful RP setting you can set other RPs in the same setting but tell a different story.

    Character approval.
    I always say yes to approval because you don?t want any random asshole rocking up and getting their sticky mitts on your RP.

    Is this role play original?
    The answer should always be yes, but sadly some people make fanfiction RPs, if your RP is a fanfiction deal (this includes RPs set in the same universe but featuring none of the characters) you need to tick no. I?ll discuss my feelings on Non Original RPs below.

    Rules.
    In this section you lay out the laws. Things to consider are what is acceptable sexual and violent content, what is the minimum number of posts per week, is there a post word count (you should never have a word count on posts, sometimes a post needs to be a one liner), grammatical standards (remember not everyone received the same level of education as you, speaks the same language as you or has the same mental facilities as you. So long as they can write a good understandable story then live and let live.) etc.

    Introduction.
    In this section you want to introduce the RP in much the same way as you did in the Int Chk. Provide a brief description for people just browsing.

    Press submit and you?re done.

    First steps.

    The way this site is set up you must have an active character in an RP to be able to create OOC topic. So go create your character. Keep in mind your character is really the Plot or the RP it?s self, that?s your baby so ensure the character you create is important enough to drive the plot in the opening posts, the ?big bad? and ?quest giver? are often good choices. Odds are you?ll have multiple characters but you just need this one so you can make topics and get to administrating.

    Once you have created your character go make a new topic in the OOC title like ?The World Of BloodCell? or ?The BloodCell Primer? or ?The BloodCell Bible?. You want to get across that this is where the World is explained.

    In this topic you describe the world, groups technology social structure of the world you constructed, before you were trying to entice people by providing enough info without overloading them. Now is the time for sensory overload, include everything you came up with during the World Building phase.

    Now you need to go back to the Introduction of your RP and ensure this ?Bible? topic is linked to the introduction so people browsing will know you put in the time world building. There is nothing worse than an RP that the GM put no thought into especially when it?s high concept.

    You could also put your world building on the intro page but I feel it looks cluttered. That?s just personal taste.

    Bible maintenance will become very important in the opening days as RPers join and ask questions you never considered. A popular one is post apocalyptic currencies because nobody every thinks about it, freaks out trying to do something original and inevitably winds up using bottle caps.

    Character Sheets

    The character sheet system here is pretty comprehensive but if you require additional information just request it in the introduction.
    You should view character sheets as tryouts, if an RPer can?t write a good CS odds are they won?t be able to write a good post. Additionally if they make no mention of the world you built or use very generic terms maybe you should question how closely they are going to read the posts of others. Your RP needs players to be successful but one good RPer is worth twenty poor ones.
    Additionally try to take a chance on Newbies, if they have a quality CS give them a shot.

    If you do refuse a CS it?s always nice to say way and offer constructive criticism. You don?t have to be harsh but be honest and let people know it?s nothing personal.

    First posts.

    These are all about setting the scene and letting people establish their characters. Here is where you want to describe your big event that will kick off the RP. Excitement will be high at this point so you want to capitalise on that.

    For Example BloodCell could start off with a group of Vampires taking hostages including an AVU member (perhaps you could take this character and make them a bit of a Billy Badass). The RPers are scrambled to take care of it but before they can get there the Vamps detonate an explosive device killing all inside. Including your Billy Badass character in an ?opening episode? plot twist.

    Oh no. The RP kicks off and the characters have to chase down leads across your Sci-Fi world, maybe mop up some surviving Vamps or provide first aid to survivors. The important thing is everyone has something to do.

    You could also set up a couple of throw backs. Maybe Billy Badass survives the explosion, gets turned and comes back later as a Vampire Cyborg with a grudge. This is something good GMs are able to do, they leave little lose threads that can be picked up later in the story, sometimes they come off, other times they don?t. People tend to remember the ones that work out though and it can give the impression you have a grand masterplan when you actually got lucky. Given the interactivity of RPing and quality of the story, credibility can be somewhat stretched and your RPers won?t call bullshit if plots get dropped or merged into others. Often these things develop organically, maybe a one shot character turns out to be popular with RPers so next time you were going to use a faceless NPC use the popular one.

    Another thing you want to do (if you are this way inclined) is try to set the theme in your first few posts if you going mega happy RP crack a lot of Jokes in the opening posts or if you want the opposite write like a depressed Raymond Chandler.

    So that?s setting up an RP, now we?ll look at keeping one going.

    The OOC

    If you view this as hosting a party I find it makes more sense. It?s your job to make sure everyone is having a good time, getting introduced to each other and feel they can drop into the OOC just for a chat or to shoot the shat. You can do a couple of forum games here, discuss the plot, talk about whatever. The point is you?re trying to make friends (which is kind of the point) a group of RPers that can do this are more likely to stick together through the lean times. Its your job to provide the initial spark but pretty soon people will just be interacting normally.

    The other purpose is announcements. Maybe there has been a pretty dramatic development in one of the posts. Make sure to point out something big has happened as some people only skim and might miss out. You should also praise people have wrote particularly well as the RPers deserve it. To you the whole thing is planned in your head, to them they have to get inside your head and then translate that into a post. It also gives other RPers an idea what you looking for.

    PMs

    I like mysteries and I like surprises as I assume others do as well. Therefore if I have an important plot point to drop on someone I do it via PM and collaborate with other RPers in an effort to surprise other RPers. I also encourage RPers to do this amongst themselves as I like being shocked when a Plot takes an unexpected turn. For example when an RPer makes their character fail to complete a goal is a beautifully awesome for me as I have to adapt the story on the fly. It keeps things interesting. Unfortunately few RPers get this and will often be worried it makes their character look weak. I never understood this ?Prison Yard? mentality, we?re playing make believe on the internet at the end of the day, it?s ok to take chance.

    The other side of PMs is keeping the rabble in line. I?ve found a PM is way more effective method of pulling someone up than going public on the OOC. Publicity just leads to bruised egos and toys being thrown out of the pram it?s much easier to drop a quick PM and keep things nice and civil.

    In this last section I?m going address some General Questions.

    Nobody is joining my Amazing RP?

    First off keep the Int Chk and Roleplayers wanted sections active by bumping them. Secondly ensure they are neatly designed and well written. A poorly written block of text is sure to put people off.

    If you have friends on the site, PM them to see if they fancy getting involved, if you have RPers signed up get them to recruit their friends.

    If none of this works maybe it?s time to look at your idea, is it original ? Have you made it clear what is happening? Have you made it seem like there is something to do?

    What?s the deal with originality?

    My RPs are always original, sure they may be influenced by other works but most times they are a amalgamation of lots of influences. Using the BloodCell example it?s pretty obvious where I picked up ideas (Van Helsing in Blade Runner after making a quick stop at Deus Ex) the advantage to having my own setting is I?m not constrained by cannon or existing characters. Consider why there are no James Bond RPs, the chaos over who plays Bond would be crazy. Instead we have spy RPs that are heavy on Women and Tuxedos, James bond in everything but name.

    In addition Original RPs are better because it means the GM has taken time to invest in something they believe in. This indicates a certain level of motivation and Dedication.

    Any tips and tricks for GMing?

    GMs love giving people choices but sometimes wuss out on consequences. Lets say in our example RP an RPer has a choice between saving two RPers, only one can be saved. Some would see this as a binary choice. A or B. Good RPers will see many more. Maybe their character says ?Screw this, I hate both these jerks.? And leaves the room. Maybe the character says take me instead. Maybe they try to save both and everyone dies. The point is you have got to be brutal with the consequences of these decisions.

    It?s vital you make it clear from the get go that you plan to have situations like this where one character can completely screw over another (in the name of drama) and that death is very likely. Some people might get annoyed their character dies but always keep in mind your allegiance is to the story, if that pisses some people off along the way so be it, but when it?s all said and done and you?ve run an awesome RP people will want to be involved with your next one.

    Of course it?s only fair to allow RPers to come back with another character.

    Another Idea is to take a break from traditional types of RPs maybe fantasy has become stale why not try something else. Additionally you could try RPing in different ways. An example of this would be an RP I?m running where instead of traditional posts I give people jobs and they write how the job is completed in the form of a short story. Creativity is number one here, if you can imagine it give it a go.

    I know we're still a couple of months out from the carnival of cacophony that is the NCAA tournament, but I want you to try something for me here. Ready?     Yeah ... you can't, can you? I know: God forbid. Forever spare us from such a dystopia, oh Great One from above. The tournament is The Tournament because of TV. I'm a 1981 baby. My first college basketball memory is UNLV winning the 1990 national title, that throttling of Duke before Duke was truly Duke. My point is, I -- like the growing populace of basketball fans -- cannot picture the NCAA tournament without it taking place on a television screen. Almost every memory I have of March basketball is looped in to my eyes wide and beamed in at the moving pictures beamed out at me.

    To those of you, the diehards reading this who were in love with and ahead of the game in the 1960s and '70s, all of my respect. I don't know what it was like back then, charting and tracking college hoops when it had only a handful of tilts on TV each season. An alien era for a sports fan like me.

    The sea change came right around the time disco died -- 1979 altered everything. That's when Magic Johnson and Michigan State beat Larry Bird's Sycamores from Indiana State. Highest-rated college hoops game ever. It's what caused the tournament to move up in caste, to be a popular American sporting event and eventually the best one, beaten only in popularity by the Super Bowl and rivaled by none other in terms of widespread drama, variety of victory, magical moments and unpredictable outcomes. In fact, 1979 and a Saturday in March 1981 (March 14, to be exact; read this) are what really showed what this tournament was capable of doing.

    It was built to create casual interest, sweeping appeal, white-hot fanaticism -- all due to the nature of the grid. Basketball plus brackets plus television equals a formula that is nearly impossible to screw up. And I know college hoops TV ratings aren't what they once were, but that's not the point. Hey, attending the tournament can be great. Special, even. But nowadays, TV affects even that. Here's how. I'm in Denver at the 2011 NCAA opening weekend, watching a through-the-motions game unfold between BYU and Gonzaga.

    Then I hear oohs and ahhs coming in distant but distinct waves from within the arena. Not overpowering, but enough to draw the attention from most in the building. Where's it coming from? Is there something we're missing? This game's only in the first half. Then I realize: Everyone who's in a luxury box is watching Pittsburgh and Butler goof and grit their way to one of the best NCAA tournament games of the past five years. Eventually, cheers. Butler wins. And then most everyone turns back to watch BYU and Jimmer Fredette go on to lash Gonzaga by 22 points and move on to the Sweet 16. Even when we're at the games, TV has an impact.

    Now it has only gotten better for viewers. Instead of the archaic notion of being stuck with one game, CBS, TNT, TBS and truTV give us the option to watch any game we want. You can see games on your computer and on your phone. The NCAA tournament is about your picks, the no-name players on no-name teams and the common appeal of going through the theatrics with complete strangers at a bar, or with your dad in the living room, or alone in your apartment, holding up friends while you wait to see the end of this ridiculous 6-11 matchup.

They're with us not because we were there, but because we couldn't be. The tournament wouldn't be The Tournament without television. To those witnessing the best moments in person, it's the best sport. For everyone else getting to watch it around the globe, it becomes more -- a communal, immortal spectacle.

    Coast Guard evacuates crew of drifting oil rig near Kodiak, Alaska

    After raging seas and fierce winds settled down Saturday afternoon, the Coast Guard finally evacuated the crew of a traveling Shell Alaska oil rig that had started drifting near Kodiak, Alaska.

    For the second straight day, the Coast Guard had battled to rescue 18 crew members of the drifting Kulluk oil rig after efforts to tow the rig and its broken-down tug had failed several times.

    But by late Saturday, repeated deliveries of engine parts and technicians by Coast Guard chopper had helped bring the stalled tug's engines back to life. And a dampening of what had been 20- to 30-foot waves and a drop in the 30-knot winds allowed teams to stabilize the rolling rig, evacuate the crew and bring it under tow.

    "Now that the crew is all evacuated, we will accelerate the speed of the tow and increase the margin between the vessels and landfall," said Shell Alaska spokesman Curtis Smith.

    The Kulluk oil rig was headed south to Seattle on Thursday after its first drilling season in the U.S. Arctic. But a tow line between the rig and its 360-foot tug, the Aiviq, separated, leaving the Kulluk adrift. The tug was initially able to get a new tow line established but then lost power to all of its engines, leaving both vessels floating free as weather in the North Pacific worsened.

    Shell sent out two more vessels, and the Coast Guard responded by sending the 282-foot Cutter Alex Haley to offer assistance. The Haley got both vessels under tow early Friday, but then the cutter reported that its line had separated, too. It tangled in one of the ship's propellers, and the cutter was forced to return to port for repairs.

    The Coast Guard launched two more cutters, the Hickory and the Spar, and sent up an HC-130 to monitor the situation. Jayhawk choppers began ferrying supplies to the crippled tug.

    When Shell's other vessels arrived, they, too, attempted a tow but also experienced failures.

    "The weather on scene is testing the limits of our Coast Guard crews," Coast Guard Rear Admiral Thomas Ostebo in Juneau, Alaska, said in a statement late Saturday.

    The biggest fear was that of the safety of the crew of the Kulluk, which was pitching in the roiling seas, making any attempt to hoist people into waiting helicopters dangerous.

    Coast Guard officials also feared a grounding of the tug, the rig or any of the assisting vessels could spill fuel into the fragile marine waters off Kodiak.

    But a drop in the winds and quieting of the seas changed everything Saturday.

    "The weather laid down, so we had a safe window," Smith said. "We used the opportunity to evacuate."

    Mechanics also got the Aiviq's engines working again, and the calmer seas allowed the tug and a second Shell vessel to each get a tow line around the Kulluk. The two began pulling the rig farther from Kodiak.

    "Given the events, we're going to evaluate and recalibrate the tow assemblies on these vessels before we continue the journey to Seattle," Smith said. "We're in no rush."

    For good reason. The National Weather Service late Saturday called for another night of high winds and rough seas.

    Former NBA player Jerome Whitehead found dead

    Jerome Whitehead, who stared in college at Marquette and went on to have a 12-year NBA career, has died.

    He was found dead in his home in El Cajon, Calif;, (near San Diego) back on Dec. 20, reports the Chicago Tribune and multiple other outlets. He was discovered by his sister and apparently had been passed away for a little while, according to the report.

    An autopsy found that Whitehead had died from a gastrointestinal hemorrhage related to chronic alcohol abuse, an investigator at the examiner?s office said.

    Whitehead was a 6?10 center (and occasional forward) who was drafted in the second round of the 1978 draft by the then San Diego Clippers and went on to play for Utah, Dallas, Golden State and San Antonio. He averaged 6.5 points and 4.8 rebounds a game. In the 1981-82 season he averaged 13.8 points a game for the San Diego Clippers.

    Whitehead was a key part of Marquette?s 1977 national championship team.

They have both gotten on a roll and have positioned themselves for a playoff run, which seemed so distant at one point and time.

    The Redskins and Cowboys met in the NFC Championship twice, in 1972 and 1983, and the Redskins won both games. Those may be two of the biggest games in these teams? history versus each other. However, this will be the biggest game between the two in recent history, and some of the younger Cowboys/Redskins fans may have never seen a game of this magnitude being played against one another.

    In their first meeting this season on Thanksgiving Day, families sat together enjoying their lovely meals and witnessed Robert Griffin III and the Redskins put on an absolute show. RGIII wasn?t afraid to step into the rivalry in full effect, as he threw for 304 yards and four touchdowns?This kid hasn?t seemed too shy when the bright lights are shining, which may not be a good sign for the Cowboys come Sunday night.?Redskins jumped out to a 28-6 lead in that game, while the Cowboys made a run late to make it interesting. However, Washington held on and won 38-31.That game may have caught Dallas off guard, as they were accustomed to winning on Thanksgiving Day.

    As young as a lot of the players are on these two teams, this rivalry may have stepped it up a bit and renewed itself.

    The Redskins are younger overall, but Cowboys? players WR Dez Bryant, RB Demarco Murray, and CB Morris Claiborne will be around for a while. RGIII, RB Alfred Morris, WR Pierre Garcon, LB?s Ryan Kerrigan and Brian Orakpo are all in their 20?s for the Redskins and should be included in this rivalry for quite some time as well.

    The Pittsburgh Steelers vs Baltimore Ravens, Green Bay Packers vs Chicago Bears, and Dallas Cowboys vs Washington Redskins. These are maybe the top rivalries that we have in the NFL. A rivalry earns it?s name because of the history, the blood shed and meaningful games that?s played between two teams.

    Washington and Dallas have earned those stripes, and get to add another one of those games to the history books come Sunday.

    There?s another Internet on the way, and you?re not invited to take part.

    Direct, online machine-to-machine communication could transform industry in the next 10 years, much in the way that online person-to-person connections transformed retail and social networking, executives and entrepreneurs predict.

    This industrial Internet, sometimes called the ?Internet of things? or the ?Internet of everything,? could allow jet engines to monitor themselves and request maintenance before they break, or a locomotive to process geography and train schedules to pick the perfect speed for a cross-country journey.

    According to General Electric, one of the world?s largest manufacturers, the efficiencies could be worth as much as $15 trillion to the global economy ? or about as much as the gross domestic product of the United States.

    ?The music industry, the book industry, retail have been foundationally changed because of the Internet and software,? said Bill Ruh, vice president of GE?s software division. ?What we see happening now is those Internet-based technologies are having the same disruptive effect on industry.?

    Fix it before it breaks

    Already it fundamentally changed the way one North Fayette manufacturer does business.

    Industrial Scientific began making gas detectors in 1985. In 1999, it gambled on the burgeoning online market and established iNet, a computer system for customers to calibrate and maintain the detectors.

    That experiment became a business model.

    ?We now have about 70,000 instruments in 21 countries on the iNet platform,? said Justin McElhattan, the company?s CEO. ?We?ve basically turned our company inside-out.?

    Customers buy the device and subscribe to iNet. At the end of a workday, workers put the detectors into docks to charge batteries and send information to a data center.

    The volume of data and ability to process it distinguishes the industrial Internet from the more-familiar consumer Internet, and companies are only beginning to figure out what to do with this vast trove of information.

    Industrial Scientific added a software division to analyze iNet?s data. McElhattan believes it can predict for a customer when something is about to go wrong.

    The company?s data center can calibrate and run diagnostic checks on the gas detectors and if one appears ready to break, it can send a replacement before it fails. That potential ? to make the aphorism ?if it isn?t broke, don?t fix it? obsolete ? prompted McElhattan to set a lofty goal.

    ?We?re dedicating our careers to eliminating death on the job this century,? McElhattan said, by flagging companies when something could cause an injury.

    Small tweaks, big savings

    The technology could save trillions of dollars in the meantime.

    Among GE?s forays into the industrial Internet is a trip optimizer for locomotives.

    The system allows trains to connect to a rail system network. An onboard computer analyzes GPS data about terrain and the location, direction and speed of other trains. With this information, the train can use downhill stretches to accelerate and plan its cruising speed so it won?t have to stop for other trains.

    ?We could end up saving anywhere from 2 (percent) to 10 percent of fuel ... on that locomotive,? said Ruh.

    Another system connects wind turbines, allowing their computers to measure wind speed and direction and share that information. The windmills ?begin to work together,? tweaking their direction. Power generation in some wind farms increased as much as 10 percent, Ruh said.

    Even small savings can add up. Airlines could earn $3 billion by saving 1 percent of fuel costs through more efficient operation, Ruh said.

    In an industry that made $7 billion last year, that would be a 40 percent increase in profit.

    Improving health care

    What works for machines might work for human bodies. Technology startups such as San Francisco-based Fitbit and Oakland-based PHRQL allow people to use watch-size devices and mobile phones to monitor, transmit and analyze data about their bodies and behavior.

    People with diabetes, for example, can use PHRQL?s software to send health care providers information about meals or trips to the gym, enabling them to monitor their health in real time instead of waiting until a doctor?s appointment.

    The technology gives them access to a social network of people with the disease, said Jeevan Pendli, one of PHRQL?s founders.

    PHRQL found that diabetics who take advantage of information from peers controlled the disease better than loners.

    ?They connect with each other and make friends with each other and share their pains, and share how they?ve overcome some situations,? Pendli said.

    The country spends $2.8 trillion on health care, a figure that could double in five years, Pendli said. Manageable, preventable chronic diseases drive that increase more than anything else, he said.

    Ruh predicts this model of real-time, online health care will become as commonplace as shopping online.

    Security concerns

    As with any system, however, the larger and more connected it gets, the more dangerous it can become.

    A tech-savvy burglar could mine data from appliances sharing information about their use online and determine when a homeowner is away. A fully-connected field of wind turbines could allow a hacker to sabotage an entire wind farm.

    Such concerns must be dealt with, Ruh said, because the marriage of the industrial and Internet revolutions is inevitable.

    With potential to save trillions of dollars, Ruh said, ?It?s not like you can stop this.?

    Digital strategy to make education accessible for persons with disabilities

    NEW DELHI, INDIA:?The National Institute of Open Schooling (NIOS) provides an opportunity to students to continue education that has been put on hold for various reasons. It is an open school that caters to the need of a heterogeneous group of learners up to the high-school level.

    Students who can?t go to school on a regular basis can join the many courses and programmes available with NIOS through the open and distance-learning modes. Established in 1979 as an autonomous body by the ministry of human resource development, the institute launched its website in 2009, which has since then become a one-stop source of information and support to learners. The organization is also vested with the authority to register, examine and certify students.

    The NIOS has its own website at?nios.ac.in?for disseminating information and providing online citizen-centric services as a major initiative of e-governance. The website provides complete information about NIOS and has been designed by following official guidelines. It also complies with the World Wide Web Consortium?s content-accessibility guidelines. This enables people with vision disabilities access the website using assistive technologies such as screen readers. The website is available in English and Hindi. A student can register with a valid email and password.

    The standardization to these norms guarantees that it can be accessed by people with disability. It is also one of the most important features of the website. The organization has more than 55,000 learners with disabilities on its rolls out of 2.02 million registered students. NIOS offers academic, vocational and life-enrichment program.

    ?The learner is at the centre of the information and communication technologies (ICT) strategy adopted for reaching the unreached through the NIOS online project. It also introduced overhauling changes in the way our other functions work like admissions, examinations and accreditations,? said?Sitansu S. Jena, chairman, NIOS. Quality, efficiency, access and transparency are the motivations behind making these services online, he said.

    The site is on the short list of this year?s Manthan awards.

    Before the website was introduced, NIOS was unable to deliver its services uniformly. First, there was a problem of inadequate access because of uneven distribution of study centres. Secondly, the study centres were not able to deliver results and services on time. All the filled forms were sent to the regional study centres, increasing the scope of human error.

    Thirdly, in the offline mode, the window for examination registration was limited. It was usually once a year in the months of July and August. Fourthly, there was no control over the administration of the study centres and, hence, in the majority of cases, these centres were unable to provide required academic and non-academic support to students. Lastly, due to manual intervention in handling and preparing data, the scope of error was large.

    The website allows online admissions anytime, anywhere for different streams with cut-off dates of forthcoming examinations.

    The online admissions also give students the freedom to choose their study centres. Further, each study centre is allocated learners depending on their designated capacity so as to maintain the right student-teacher ratio. The admission data is the basic information on which all other transactions are based.

    ?With online admission, the data is largely error-free and is easily available online,? Jena said. ?This ensures delivery of student-support services on time and faster.?

    When students register, they are issued a unique reference number, with which they can track the status of their applications online. Also, text alerts are sent to the learners? mobile phones, informing them about various stages of application such as submission, confirmation and dispatch of identity cards and course material up to the payment of examination fees.

    ?Students can make payments through the online payment getaway through all credit cards,? Jena said. ?Also, they can seek help of our online counsellors through the ?Ask Your Teacher? section.?

    The website started as a pilot project in 2007 with 30,000 students and by 2011, the facility of online admissions was available all over India. Till date from 2007-12, 934,480 students have benefited from this service. Anyone from anywhere within the country or learners from Middle East, Nepal, the United Arab Emirates, Kuwait and Qatar can apply on NIOS. Priority is given to girl dropouts, women from the scheduled castes and tribes, and unemployed and students with disabilities.

    Besides the timely completion of the admission process and delivery of course material, it is also cost-effective for students to use the NIOS site. For instance, earlier the prospectus was available for?Rs.50, but now students can simply download it for free from the website. All they have to pay is?Rs.30 for the application form. Not only this, students can also download the course material for free.

    To help students, a learner support centre has also been established, consisting of eight support executives backed by recorded information through an interactive voice response system. It can be reached at a toll free number 1800 180 9393. About 900 calls are handled every day at the call centre. NIOS is also available on email?lsc@nios.ac.in?and 100-150 emails are responded to each day.

    ?One of the limitations was of connectivity. The areas which don?t have Internet connectivity are deprived of this facility but for those areas NIOS has taken a step of providing offline admissions,? Jena said. ?Many NIOS learners are at a disadvantage as they have been pushed out of the formal school system. In today?s time of technology, NIOS learners would be doubly disadvantaged if they were deprived of the new mode of learning. So, NIOS cannot afford to make its learners the victims of the digital divide.?
