Iraqi leader celebrates US withdrawal as new dawn (AP)

BAGHDAD ? Iraq's prime minister hailed the end of the American military presence in Iraq as a new dawn for his country and urged Iraqis to preserve the unity of a nation still under attack by insurgents and beset by sectarian divisions.

At a televised celebration in Baghdad on Saturday, Nouri al-Maliki declared Dec. 31 a national holiday marking "a new dawn" in which Iraq would focus on rebuilding a nation shattered by nearly nine years of war.

"Your country has become free," he said. "The faithful sons of Iraq have to preserve its sovereignty, unity and independence."

The prime minister sought to credit Iraqis with the overthrow of Saddam Hussein and made no mention of the role played by U.S. forces that invaded in March of 2003.

He said the U.S. withdrawal that was completed Dec. 18 was proof of the government's ability to protect the country's sovereignty.

"This success is for all Iraqis and not to a party, an ethnic group or a sect, but all Iraqis are partners in this splendid success," he said.

The prime minister noted the huge losses suffered in a war that killed at least 100,000 Iraqis.

Al-Maliki acknowledged the security threats Iraq still faces and said he was determined to speed up the arming and training of Iraqi security forces.

The battle against terrorism and "the dark forces" is not over, the prime minister said, while adding: "We are confident of victory."

Al-Maliki called on the Iraqi political leaders to work together but he made no mention of the political crisis gripping the country.

Sectarian tensions have surged in recent weeks after al-Maliki's government issued an arrest warrant for the country's top Sunni politician. Al-Maliki is also trying to get rid of his deputy prime minister, also a Sunni, leaving many Sunnis worried that they are being sidelined from power.

There have been other celebrations to mark the end of the U.S. military presence in Iraq. Hundreds of Sunni Muslims rallied on Friday near the Abu Hanifa mosque, the main house of worship in the primarily Sunni neighborhood of Azamiyah in northern Baghdad.

In Basra, the Badr organization, which is part of a key Iraqi Shiite political faction that was founded in Iran, celebrated the occasion by putting posters of Iran's Supreme Leader Ayatollah Ali Khamenei and his predecessor, Ayatollah Ruhollah Khomeini, on the walls of government institutions and buildings.

At least 13 killed in Venezuela tanker truck fire (AP)

CARACAS, Venezuela ? A tanker truck filled with gasoline crashed and burst into flames on Thursday in Venezuela, engulfing several cars and a bus and killing at least 13 people.

The tanker truck tipped over and spilled gasoline, which ignited and burned seven vehicles, Caracas fire chief William Martinez said.

Rescue workers pulled victims' bodies from the blackened vehicles.

Martinez said the tanker truck driver apparently lost control on the highway in Caracas but the cause of the accident was unclear.

At least 16 people were injured in the accident, national police chief Luis Fernandez said.

The 30-year-old truck driver, Tulio Estenique, was unhurt and was arrested, prosecutors said in a statement. He is to be arraigned and is under investigation for his responsibility in causing the accident.

Prosecutors said that according to witnesses the truck was speeding.

Ben Nelson Retirement Exposes Efficacy, Waste Of Outside Money

WASHINGTON -- Sen. Ben Nelson's Hamlet routine ended Tuesday as the Nebraska Democrat announced that he would retire from the Senate at the end of this term. The announcement came after Democratic Party committees and a supportive super PAC had already spent more than $1.5 million to boost his reelection.

Nelson, a two-term senator who was expected to be one of the most vulnerable incumbents running in 2012, received support from the Democratic Senatorial Campaign Committee in October, when the committee transferred $1.2 million to the Nebraska Democratic Party, a 527 group, to run advertisements in support of Nelson. Also coming to Nelson's aid was Majority PAC, a Democratic super PAC run by former Senate leadership aides, with $406,344 in television ads.

The ads from both the Nebraska Democratic Party and Majority PAC were aired to address a barrage of ads from the conservative nonprofits Crossroads GPS and Americans for Prosperity. In an October interview with the Capitol Hill paper Roll Call, Nelson said that the outside help was a "response to all the negative ads that were run about me by Americans for Prosperity and Karl Rove's PAC, and so it's more in that line than anything else."

In 2011, Crossroads GPS, the Karl Rove-linked nonprofit, ran four separate ad campaigns targeting Nelson that cost hundreds of thousands of dollars. The full numbers are not immediately available because the anti-Nelson spots were so-called issue ads that did not make a direct electoral appeal and, therefore, were not subject to disclosure requirements.

The most recent ad, which came with a $500,000 ad buy, knocked Nelson for his vote to pass the Affordable Care Act into law. It focused on Nelson's efforts to secure a special Medicare deal for seniors in his state that came to be known as the "Cornhusker kickback." This ad ran at the same time that both Americans for Prosperity and the National Republican Senatorial Committee cut videos attacking Nelson for his support of the health care law and the Cornhusker kickback.

"Obamacare destroyed Ben Nelson," Crossroads GPS spokesman Jonathan Collegio said. "He is the latest and greatest casualty of one of the least popular pieces of legislation in history."

Crossroads GPS and Americans for Prosperity sought to push Nelson into retiring by showcasing the arguments that they would employ if he were to run for reelection.

Yemen's leader causes headaches in Washington (AP)

WASHINGTON ? The Obama administration is weighing an unprecedented diplomatic act ? whether to bar a friendly president from U.S. soil.

American officials were evaluating on Tuesday an awkward request from Yemeni strongman and longtime U.S. counterterrorism partner Ali Abdullah Saleh. Saleh has said he plans to come to the United States for medical treatment for injuries suffered in a June assassination attempt, and he has asked for a U.S. visa for entry to the country. Fearful of appearing to harbor an autocrat with blood on his hands, the Obama administration was trying to ensure that Saleh visits only for medical care and doesn't plan to stay, U.S. officials said.

Washington's hesitation reflects the shifting alliances and foreign policy strategy prompted by a year of upheaval in the Arab world. Saleh has served as an American ally against al-Qaida and will soon transfer power under a U.S.-backed deal with Yemen's opposition aimed at ending months of instability. He isn't subject to any U.S. or international sanctions.

But he also is accused of committing gross human rights violations during a year of internal conflict, and the U.S. is trying not to burn any bridges with Yemeni political groups likely to take part in future governments. Political asylum for Saleh in the United States, or the appearance of preferential treatment from an administration that has championed peaceful and democratic change, would be highly unpopular with Yemenis who've fought to depose their dictator of 33 years.

Officials close to the Saleh said Washington's suspicion that he may seek political asylum was delaying approval of his trip. They spoke on condition of anonymity because of the sensitivity of the subject. But American officials appeared to substantiate those concerns and said they were troubled by Saleh's recent comments portraying his trip as a move designed to ease the political transition.

"What we're looking at now is a request to come to the United States for the sole purpose of medical treatment," State Department spokesman Mark Toner said, refusing to go into the specific of the evaluation. "That permission has not been granted yet."

Toner declined to elaborate on the assurances the United States wanted from Saleh or offer a timetable for a decision. He also couldn't say whether any provisions existed under U.S. law to prevent the Yemeni leader from visiting the country ? provided he assures officials he demonstrates he'll only stay temporarily.

In that case, Saleh almost surely will be granted entry, U.S. officials said, speaking on condition of anonymity because visa evaluations are supposed to be confidential. It's unclear when, if ever, the last time the head of state of a friendly government was blocked from visiting the United States.

One official went so far as to say Saleh's exit from Yemen might be beneficial by lowering the risk of disruptions in the lead-up to planned February elections. The U.S. is committed to doing everything it can to ensure those elections take place, the official said, but President Barack Obama's national security team was expected to make the final decision on Saleh's request. Obama was being briefed on developments while on vacation in Hawaii.

The Obama administration's attempts to tightly contain its internal debate over whether to allow Saleh into the country were quickly thwarted.

With Obama vacationing, the administration waited almost two days before responding to Saleh's assertion that he would be traveling to the U.S. Officials at the White House and State Department initially insisted that while Saleh's request was being considered, no decision had been made.

But reports that the U.S. already had decided to approve Saleh's request quickly surfaced, forcing officials in both Washington and Honolulu to issue repeated denials.

The botched handling of the sensitive debate frustrated some officials, who worried about fallout in the Middle East.

Demonstrators began protesting against Saleh and calling for his ouster in February. The Yemeni government responded with a bloody crackdown, leaving hundreds of protesters dead, and stoking fears of instability in a nation grappling with burgeoning extremism. Yemen's dangerous al-Qaida branch, known as al-Qaida in the Arabian Peninsula, has taken advantage of the vacuum to expend its presence in the south of the country.

International pressure has mounted for months for Saleh to step aside. A June rocket attack on his compound left him badly burned and wounded, and led Saleh to seek medical treatment in neighboring Saudi Arabia for three months. American officials had hoped he would remain there, but the Yemeni leader returned and violence worsened anew.

Last month, Saleh agreed to a Saudi-backed deal to hand power to his vice president and commit to stepping down completely in exchange for immunity. The deal further angered Saleh's opponents, who demanded he be tried for his attacks on protesters. Opponents also lament that he has continued to wield influence through loyalists and relatives remaining in positions of power, and many fear he may find a way to continue his rule.

Protests have expanded recently to include labor strikes, calls for Saleh to be put on trial and demands that his loyalists to be removed from office. Activists said troops commanded by Saleh's relatives attacked protesters in the capital of Sanaa over the weekend, killing at least nine people. Tens of thousands demonstrated the following day.

Saleh's immediate plans are unclear. The wily leader of three decades has maintained his rule over a country divided by tribal and regional loyalties by consistently outsmarting his opponents, but Toner said the U.S. is trying to remind everyone of the "importance of continuing along this agreed-upon path of political transition that will lead to the next election."

"We need to see that process continue regardless of where President Saleh is," Toner said.

An American official said Saleh's office informed the U.S. Embassy in Sanaa that the outgoing leader would leave Yemen soon and travel elsewhere abroad first, before possibly coming to the U.S.

The situation offers an eerie parallel to three decades ago, when President Jimmy Carter allowed the exiled shah of Iran into the U.S. for medical treatment. The decision contributed to rapidly worsening relations between Washington and Ayatollah Ruhollah Khomeini's revolution in Tehran, with Iranian students occupying the U.S. Embassy in Iran a month later.

Fifty-two American hostages were held for 444 days in response to Carter's refusal to send the shah back to Iran for trial.

South Florida man killed cross train tracks

South Florida authorities are investigating the death of a man who was struck by a commuter train while he was crossing the tracks.

Fort Lauderdale Police say the man was attempting to cross the CSX railroad tracks early Monday when he was struck by a southbound Tri Rail commuter train.

The man was pronounced dead at the scene. His name has not been released.

Gunman opens fire on NATO troops in Afghanistan

? A gunman wearing an Afghan army uniform opened fire on coalition troops in western Afghanistan, military authorities said Monday. An official said several NATO troops were wounded in the shooting and the gunman was killed.

NATO and Afghan authorities were investigating the shooting, which took place Saturday at an outpost in Bala Boluk district, about 340 miles (700 kilometers) west of Kabul, said Afghan Defense Ministry spokesman Gen. Mohammad Zahir Azimi.

A NATO statement said there were no fatalities among alliance soldiers, adding that it was its policy not to comment on other casualties. An official who asked not to be named because the investigation is ongoing said several coalition troops were wounded in the shooting. He said the man who opened fire was later killed by the NATO troops.

If the probe confirms the gunman was a soldier, the shooting would be the latest in a series of attacks by Afghans against coalition partners. Those shootings have raised fears of Taliban infiltration as NATO speeds up the training of Afghan security forces.

The expansion of the army and police is a critical element in NATO's exit strategy from Afghanistan.

Coalition troops are to end their combat role in 2014, and the goal is to have 195,000 trained Afghan troops in service by next October. Afghan security forces have already started taking the lead in several regions as part of the process that will put them in charge of security across the nation by the end of 2014.

Commanders of NATO's training mission have said that coalition and Afghan forces keep a sharp eye out for possible Taliban infiltrators at the recruitment, training and deployment stages.

Military officials estimate the number of insurgents at between 20,000 and 25,000 men. Although outnumbered, the Taliban have mounted a series of high-profile attacks that have brought into question NATO's claim that it has the upper hand in the war and that violence is decreasing.

A Taliban statement said on Monday that the insurgents were confident of victory and that the NATO forces would face the same fate as the Soviet invaders who withdrew from Afghanistan in 1989 after an almost decade-long war.

The insurgents "are successfully withstanding all the coalition forces led by the U.S. invaders and will make them all face the same fate that befell the Red Army," said the statement marking the 32nd anniversary of the Soviet invasion in 1979.

Meth Hype Could Undermine Good Medicine

Overstating the dangers of methamphetamine may impede treatment of drug abusers, asserts a review by Columbia University researchers

The 1936 film Reefer Madness developed a cult following because of its over-the-top depiction of the evils of marijuana. Getting stoned and going to a midnight showing became a ritual for many college students.

The recognition that pot is not a direct route to an asylum for the criminally insane, as it was for one character in the film, fueled the hilarity for late-night moviegoers. The divergence between perception and reality has become an issue in recent years for other recreational drugs.

Last month four scientists from Columbia University published an analysis of previous studies on methamphetamine use that called into question some of the purported damaging effects of the drug on brain functioning. The review in Neuropsychopharmacology found that short-term effects of the drug actually improve attention, as well as visual and spatial perception, among other things.

Moreover, chronic users?the ones who would be expected to suffer most?remain largely unimpaired. The researchers found that they experience brain and cognitive changes ?on a minority of measures? in brain imaging and psychological tests. ?Cognitive functioning overwhelmingly falls within the normal range,? the report states, while adding that researchers? pre-existing assumptions about meth's detrimental effects "should be reevaluated to document the actual pattern of cognitive effects caused by the drug."

While recognizing the potential for abuse, the researchers emphasize that misinterpretations of the scientific evidence can wrongly stigmatize drug abusers and lead to misguided policymaking. One study, for instance, asserted that meth abusers might be too cognitively damaged to benefit from rehabilitative treatments, such as cognitive behavioral therapies. ?Findings from this review argue that such concerns are unwarranted,? the researchers state.

In Thailand, efforts to stem meth use have gone as far as banning all amphetamines, a class of drug that is used medically for treatment of ADHD and other conditions. ?My main goal really was to make sure that we are rigorous in the science before we are political,? says Carl Hart, a substance abuse researcher at Columbia who was the lead author on the Neuropsychopharmacology paper. ?I think, with meth, we have been political.? (Neuropsychopharmacology is part of Nature Publishing Group, which also includes Scientific American.)

The article asserts that some of the misconceptions surrounding meth go beyond findings on mental functioning. Drug education campaigns often publish photographs of ?meth mouth,? severe tooth decay among users because of the lack of saliva. But dry mouth is a condition common to other drugs, such as the prescription antidepressant Cymbalta and the ADHD medication Adderall.

Hart says he was impelled to do the research because of distortions of the evidence for harm from crack cocaine. During the crack cocaine epidemic in the 1980s and 1990s, pronouncements about lasting prenatal harm to children whose mothers used the drug turned out to be overblown: long-term effects on brain development and behavior were fairly small, and children were sometimes ostracized or received medical diagnoses that were mistakenly attributed to effects from the drug.

The review by Hart and colleagues elicited a firm counterpoint from National Institute on Drug Abuse director Nora Volkow, some of whose research is critiqued in the Neuropsychopharmacology paper. ?Because of the far-reaching public health implications of this issue, it is essential not to forget what we do know about meth-induced neuropathology, which is plenty troubling,? she says. Volkow points out that the vascular effects of meth can lead to strokes and hemorrhages. The drug, she notes, has also been shown to produce inflammation, atrophy and structural changes in brain tissue. ?Similarly worrisome is a recent report of increased incidence of Parkinson?s diseases among individuals with a past history of methamphetamine abuse [compared with] the general population,? she says, adding that meth abuse can be ?neurotoxic to the human brain.?

Chile wants to begin a ?gradual and proportionate? withdrawal of the troops participating in the United Nations Stabilization Mission in Haiti (MINUSTAH), starting in 2012 and lasting until 2016, Defense Minister Andr?s Allamand said.

?The idea is to establish a timeline for the Chilean military presence in Haiti. Along those lines, the plan that we?ve developed (?) is that next year, we should move forward on a gradual and proportionate withdrawal of our troops? in Haiti, Allamand said, when submitting his ministry?s annual report.

According to the Minister, ?if the current situation in Haiti is maintained, there will have been ten years of democratic normality by that date, and the second orderly transfer of power from one democratic administration to another will have taken place.?

Chile has contributed troops to the United Nations peace mission in Haiti since 2004, alongside Argentina, Bolivia, Brazil, Ecuador, Guatemala, Paraguay, Peru, and Uruguay, and it maintains a contingent of around 500 military and police personnel in that country.

In August, during a visit to Chile, Haitian President Michel Martelly expressed his desire that MINUSTAH become a ?development? mission.

Today, MINUSTAH has around 12,000 personnel, including 8,900 soldiers and 3,300 police officers, and is commanded by former Chilean Foreign Minister Mariano Fern?ndez.

MINUSTAH was created by the UN to replace the multinational force of 3,600 ? composed chiefly of U.S. and French personnel ? that arrived in Haiti in February 2004 seeking to reestablish security and facilitate the distribution of humanitarian aid following the departure of former president Jean-Bertrand Aristide.

SB Nation's Baseball Nation put up a trade analysis, as well as a comparison from last year to this year's off-seasons. The piece, aptly titled: Gio Gonzalez Trade: Digging Out From Under 50 Feet Of Crap, reminds us that last year at this time, the A's traded for Josh Willingham and David DeJesus, and bought Hideki Matsui. The A's were attempting to contend when it just all fell apart; they lost games early last year they had no business losing. Their defense was abysmal; players they counted on to have at least an average season were subpar, and the offense took three months to even show a flicker of life. But we had young, stud pitchers in our starting rotation; it would all be okay, right?

And less than a year later, the A's are looking to forge a brand new pitching staff. Brett Anderson went from a pitcher with a sub-3.00 ERA and preternatural walk rate to a Dr. James Andrews patient. NYC and Solar One Challenge Schools: Save Energy, Win Money

In an effort to reduce energy consumption in all public buildings, New York City is asking for participation from schools and turning it into a game.

The city is challenging schools to compete with each other to save energy, and schools that slash their energy consumption the most win grants from a pool of $30,000. It's part of the Green Design Lab, a pilot program involving 30 schools that's run by the city's Department of Education and Solar One, the environmental arts and education center.

Multi-Purpose Program
The Green Design Lab has two objectives: to boost both ecological literacy among students (and likely teachers, in the process), and performance improvements in the school buildings themselves.

The Wall Street Journal had a great story earlier this month about how the Green Design Lab and New York City's focus on schools is part of its goal to reduce emissions from public buildings by 2017.

Schools are now being challenged to reduce their carbon dioxide emissions and electricity use by 5 to 10 percent, and grants go to the schools that reduce their energy consumption the most.

The WSJ story explains the program, which brings teachers into schools for up to 24 weeks, along with other green initiatives the city is undertaking in schools:

Through lessons, labs, and projects such as installing green roofs and gardens, Solar One instructors spend one or two classroom periods a week teaching five different units, including energy, air, water, materials and food. The group hopes to expand to 150 schools in the next three years.

The Green Design Lab is not the only sustainability initiative being embraced by New York City schools. On Thursday, the New York State Education Department announced that it was joining the federal Green Ribbon Schools program, which honors the most environmentally progressive schools. The same day, the New York City Council approved construction of the city's first "energy neutral" school.

Students will lead projects that help green both their schools and communities through education and community outreach. The hands-on activities will encourage students to reduce energy through simple steps like unplugging unused electronics and shutting off the lights in empty classrooms.

Executive Director Chris Collins talked with the Journal about the tri-fold effect of the program: "Reduce energy use, reduce CO2 emissions, and save the school money and increase student knowledge."

A 9-year-old autistic boy who misbehaved at school was stuffed into a duffel bag and the drawstring pulled tight, according to his mother, who said she found him wiggling inside as a teacher's aide stood by.

The mother of fourth-grader Christopher Baker said her son called out to her when she walked up to him in the bag Dec. 14. The case has spurred an online petition calling for the firing of school employees responsible.

"He was treated like trash and thrown in the hallway," Chris' mother, Sandra Baker, said Thursday. She did not know how exactly how long he had been in the bag, but probably not more than 20 minutes.

Mercer County schools Interim Superintendent Dennis Davis said confidentiality laws forbid him from commenting.

"The employees of the Mercer County Public Schools are qualified professionals who treat students with respect and dignity while providing a safe and nurturing learning environment," Davis said in a statement.

State education officials said they were investigating.

Chris is a student at Mercer County Intermediate School in Harrodsburg in central Kentucky. The day had barely begun when his family was called to the school because Chris was acting up. He is enrolled in a program for students with special needs.

Walking toward his classroom, Baker's mother saw the gym bag. There was a small hole at the top, she said, and she heard a familiar voice.

"Momma, is that you?" Chris said, according to his mother.

A teacher's aide was there, and Baker demanded that her son be released. At first, the aide struggled to undo the drawstring, but the boy was pulled out of the bag, which had some small balls inside and resembled a green Army duffel bag, Baker said.

"When I got him out of the bag, his poor little eyes were as big as half dollars and he was sweating," Baker said. "I tried to talk to him and get his side of the reason they put him in there, and he said it was because he wouldn't do his work."

Baker said when school officials called the family to pick him up, they were told he was "jumping off the walls." Days later, at a meeting with school officials, Baker said she was told the boy had smirked at the teacher when he was told to put down a basketball, then threw it across the room.

At a meeting with school district officials, the bag was described as a "therapy bag," Baker said, though she wasn't clear exactly what that meant. She said her son would sometimes be asked to roll over a bag filled with balls as a form of therapy, but she didn't know her son was being placed in the bag. She said school officials told her it was not the first time they had put him in the bag.

So far, almost 700 people have signed a petition on the website change.org. Lydia Brown, an autistic 18-year-old Georgetown University freshman from Boston, said she started it after reading a story about Chris.

"That would not be wrong just for an autistic student. That would be wrong to do to anyone," Brown said.

Advocates for the autistic were outraged.

Landon Bryce of San Jose, Calif., a former teacher who blogs about issues related to autism, said the school's treatment of Chris was "careless and disrespectful."

"A lot of the damage that we do to students with all kinds of disabilities is by treating them as though they deserve to be treated in a way that's different from other people," Bryce said.

Baker said she heard different accounts about her son's behavior that day.

Baker stopped short of calling for the dismissal of school employees, but she said they should be suspended. They also need more training, she said.

In Kentucky, there are no laws on using restraint or seclusion in public schools, according to documents on the state Department of Education's website.

A July letter from the state agency to special education directors said the state had investigated two informal complaints this year.

In one, "a student (was) nearly asphyxiated while being restrained," and in the other, a student vomited from panic attacks after spending most of an academic year "confined to a closet, with no ventilation or outside source of light," according to the letter.

Baker's case was first reported by WLEX and WKYT.

Miles scores 17 to lead Jazz over Blazers 92-89 (AP)

SALT LAKE CITY ? C.J. Miles scored 17 points, including a pair of free throws with 2.2 seconds left, to help the Utah Jazz hold on for a 92-89 victory over the Portland Trail Blazers on Wednesday night.

Al Jefferson added 15 points and nine rebounds for the Jazz, who avenged a 20-point loss in Portland on Monday.

Raymond Felton led the Trail Blazers with 17 points, and LaMarcus Aldridge added 15 points and 11 rebounds.

Second-year pro Derrick Favors, who had 25 points and 12 rebounds Monday, started for Utah and scored just seven points because of early foul trouble.

Gordon Hayward picked up his third less than halfway through the first quarter, Favors had his third just a minute later and Raja Bell had three with 4 minutes remaining.

The Jazz took their first lead on a three-point play by Jeremy Evans off a pass from Jamaal Tinsley. Josh Howard then scored on a driving layup on an assist from Miles to push Utah's lead to 38-37.

The points were the first for Howard, a free-agent signed last week. He finished with eight.

Utah's reserves kept the Jazz close early. Miles had seven points in the first quarter, while Mehmet Okur added five.

Utah led 53-47 at halftime, with its bench contributing 36 points. Miles led all scorers at halftime with 15.

Utah led by 11 in the fourth quarter before Jamal Crawford and Wesley Matthews brought the Blazers back, but a late turnover ruined the comeback.

Sinaloa cartel OK's Mexico's newest drug ballads

(AP)? NAUCALPAN, Mexico ? Trumpets and trombones blast across a rodeo ring where women in miniskirts dance with men in cowboy hats and gold chains. Some fans try to climb onto the stage while others whoop to the deafening music and sing along to an outlaw ballad about one of the most-wanted criminal suspects in North America.

"We're bloody-thirsty crazy men

"Who like to kill."

At the microphone is Alfredo Rios, whose stage name is "The Komander." He's a singer of Movimiento Alterado ? "Altered Movement" in English ? a new commercial brand of "narcocorrido" ballads that bluntly describe drug violence to the oompah beat of Mexico's norteno music.

The songs are filled with unusually explicit lyrics about decapitations and torture, and praise for one drug gang in particular: the Sinaloa cartel and its bosses, Ismael "El Mayo" Zambada and Joaquin "El Chapo" Guzman.

The increasingly popular music is banned on radio stations in parts of Mexico but is heavily promoted over the Internet. It is the brainchild of twin brothers based in Burbank, California, who have long turned to the Sinaloa cartel for artistic inspiration. They won a Grammy award in 2008 for producing an artist who goes by the name of "El Chapo de Sinaloa."

Omar Valenzuela says the music not only tells of the violent world of the Sinaloa cartel, but has received its blessing at least once, when the producers worried about the group's reaction to a song about Manuel Torres, allegedly a top hit man for Zambada.

"We looked for them and asked for permission," Valenzuela said. "We sent them the song and they told us it was OK to release the song. We were afraid. They told us through their people that we were authorized to release any song. Sometimes people can get offended. We didn't want any problems."

The song since then has been downloaded 5 million times from the company website, Valenzuela said, and the accompanying video, which tells of how much gunmen working for Torres enjoy killing, has been watched more than 13 million times on YouTube.

Rios and Valenzuela deny any direct relationship with any cartel, and say they don't receive any money from the gangs. "I wish they were putting in money to promote (the music)," Valenzuela said with a laugh.

For Jose Manuel Valenzuela, an expert on narcocorridos at Mexico's College of the Northern Border, the success of the Movimiento Alterado's music shows that drug traffickers have become more socially acceptable in many circles.

"The social presence of drug trafficking helps this music circulate, and this is also made easier by the easy access to it through the Internet," said Valenzuela, who is not related to the twins.

The new music was born in Culiacan, capital of the Pacific coast state of Sinaloa. The fact that the bands Valenzuela promotes sing exclusively about the Sinaloa cartel has mostly to do with geography, he said.

"In Culiacan, you can't sing about anyone else because they are from here," he said referring to the Sinaloa cartel. "Singing about the Zetas it's not even something you think about. Someone could complain. Nobody wants any trouble."

The Zetas gang, which had its beginning in the border state of Tamaulipas, across the border from Texas, is fighting the Sinaloa cartel for control of drug traffic routes. The battle has caused many of the roughly 40,000 drug war deaths since Mexican President Felipe Calderon ramped up the military offensive on cartels as he took office in 2006.

Some Movimiento Alterado musicians wear camouflage and bulletproof vests on stage and some have names clearly alluding to the Sinaloa cartel, such as Los Mayitos, referring to Zambada's nickname, or The Buchones, as the new rich who made their fortunes in drug trafficking are called in Sinaloa.

That identification can bring dangers.

Gunmen attacked the car of one of the Movimiento's singers, Gerardo Ortiz, in March in the western state of Colima. He survived but his representative and driver were killed.

Valenzuela said the violent lyrics merely describe the times.

The narcos "are cutting heads, and they are more bloodthirsty," he said. "It's in the news every day. If (the ballads) didn't speak about that, they would sound false. If a ballad doesn't express today's language it sounds old."

That's not a new phenomenon: Popular singers from early English troubadours to American gangsta rappers have treated violent outlaws sympathetically.

Movimiento Alterado's boom began in 2009 when the Valenzuela brothers recorded songs by two bands and released them on the Internet because radio stations wouldn't play them. In the states of Sinaloa and Baja California, it's illegal to play songs that advocate drug trafficking on the radio. In May, Sinaloa state Gov. Mario Lopez Valdez went further and banned them at bars and public places. In Chihuahua state, radio stations agreed not to play them.

But on the Internet, the songs are downloaded by the tens of thousands and Movimiento Alterado bands fill dirt-floor rodeo rings and swanky auditoriums across Mexico and the United States.

"The biggest market for this music is in Los Angeles because there we still sell CDs," Valenzuela said.

They also have greater media exposure there. The bilingual Mun2 cable channel of NBCUniversal Inc. ran a reality series, Los Twiins, about the brothers last year. It showed them developing new artists, such as Rios, and featured a guest appearance by Snoop Dogg.

Most of the albums are recorded in Los Angeles at Twiins Enterprises studios, though the Valenzuelas say some are recorded in Culiacan.

Back at the rodeo ring in Naucalpan, on the northwest edge of Mexico City, it was 3 a.m. and the crowd was getting impatient waiting for the star of the night. Finally, the MC announced "the king of the Movimiento Alterado."

Dressed in a black shirt and black pants, Rios looked the part of a pop singer. He invited the audience "to drink solid." The women cheered, and men offered him a drink from their whiskey bottles. The music went on until close to dawn.

Rios doesn't sing about drug traffickers. He sings as if he is one.

"Honestly, I don't like guns, in the first place because I'm not very good at using them," he said. "What I like is playing a role, like in a video game called 'The Executioner.' I play the executioner."

Analysis: GOP's struggle on taxes gives Dems hope (AP)

WASHINGTON ? For all his problems with the economy, President Barack Obama is getting unexpected help from a Republican Party that seems incapable of capitalizing on its advantages.

Congressional Republicans' fumbling of the payroll tax extension issue is the latest example of party in-fighting and disarray that gives Democrats hope for the 2012 elections. GOP presidential contenders tried to distance themselves from the legislative mess. But they might be tarred nonetheless if swing voters decide the party is either inept at governing or too extreme.

The eventual GOP presidential nominee "will be somewhat shackled to the Republican brand," said Democratic strategist Erik Smith, even if it was Republicans in Congress who led the charge in an unpopular fight over the payroll tax. He said GOP House and Senate candidates will face even more problems.

The Wall Street Journal editorial page ? an important voice among conservatives ? berated Republican lawmakers for their handling of the payroll tax matter. Obama wanted to add another year to this year's reduction in the tax, which nearly all workers pay toward Social Security. Senate Republicans, after forcing Democrats to swallow several unrelated concessions, joined in an overwhelmingly bipartisan vote to approve only a two-month tax cut extension, with plans to revisit the issue next year.

House Republicans, who generally disliked the payroll tax cut from the start, refused to concur early this week. But House Speaker John Boehner on Thursday bowed to relentless criticism from conservative bloggers and several GOP senators and cleared a path for passing a bill Friday to renew the break for two months while congressional negotiators work on a longer-term measure.

If Congress doesn't act in the next 10 days, the payroll tax rate will return to 6.2 percent on Jan. 1, after one year at 4.2 percent. That would cost a family making $50,000 about $1,000.

Republican congressional leaders' actions "might end up re-electing the president before the 2012 campaign even begins in earnest," the Journal's editorial page said Wednesday.

Democrats point to episodes like the payroll tax fuss and say congressional Republicans are essentially controlled by tea party activists, whose tax and spending agendas are outside the political mainstream.

"Tea Party Republicans blocked a bipartisan bill to extend President Obama's payroll tax cut," the Democratic Congressional Campaign Committee said in a fundraising email Tuesday, minutes after a key House vote. House Democratic leader Nancy Pelosi told reporters, "The tea party tail is wagging the elephant."

Democratic strategists hope to remind voters of last summer's near-calamity over raising the limit on the federal debt ceiling. Then, as now, Boehner struggled to control his GOP caucus and to calculate which bills can and cannot pass. These Democrats want to paint the Republican Party as an out-of-touch institution that would rather stand for rigidly conservative principles than solve the nation's problems.

"I think the tea party-engendered dysfunction has the potential to really get the electorate's attention," said Jared Bernstein, a former Obama administration economist now with the Center on Budget and Policy Priorities. "At this point, the system is crippled by them."

All of this, of course, may be wishful thinking by Democrats. Republicans crushed them in the 2010 elections, giving the GOP control of the House and many governorships. Unemployment and other economic indicators bode badly for Obama's re-election hopes, and the payroll tax dust-up may seem a musty memory by next November.

One other worry looms. Americans' taxes still might rise by billions of dollars in 2012 if a deal can't be struck on a longer, one-year extension. Economists say that would depress spending and slow job growth, at least somewhat. Even if more voters blame Republicans than Democrats, Obama could end up as a net loser politically, given that the economic climate already is deeply troublesome for him.

GOP leaders say income tax cuts do more to stimulate economic growth than payroll tax reductions but worry about independents thinking it was Republicans who sought to raise their payroll taxes. At the same time, they know that hard-core conservative voters who have a bigger voice in GOP primaries might blame them for a tax cut they dislike.

Republicans may yet claim one political victory out of the payroll tax imbroglio, assuming the two-month extension goes through. In House-Senate negotiations they forced Obama to agree to an expedited decision on a proposed transcontinental oil pipeline opposed by environmental groups as part of the two-month extension.

The GOP still has a perception problem, though. Americans hold Congress in extremely low regard, but they put more blame on Republicans than Democrats.

A recent poll by the Pew Research Center found that a record-high 50 percent of Americans say the current Congress is less effective than most. By nearly 2-to-1, "more blame Republican leaders than Democratic leaders for this," Pew found. "By wide margins, the GOP is seen as the party that is more extreme in its positions, less willing to work with the other side to get things done, and less honest and ethical in the way it governs. And for the first time in over two years, the Democratic Party has gained the edge as the party better able to manage the federal government."

Chrome 15 overtakes IE 8 for top browser spot

If you're reading this on Chrome, you're part of a wave that has ditched Internet Explorer or Firefox and helped vault Google's browser to the top Web browser spot worldwide.

We've been watching for a while now as reports have shown a consistent rise in Chrome's popularity. We saw how in one report, it's already gone past Firefox, knowing it was just a matter of time before it usurped one of the longest reigning dynasties in the browser world, IE.

But wait, there is a caveat to this: Chrome 15 beat IE 8, specifically, this one week at the end of November, with 23.6 percent of the worldwide market, compared to IE 8's at 23.5 percent.?With all the versions of IE floating around, IE is still No. 1 in the world, but Chrome is right behind it.

Different companies will issue different stats on just how much of a lead IE still has on Chrome, with companies such as?NetMarketShare?showing?IE's year-long steady free fall, but still at about 52 percent a month ago.?

Chrome has made a steady rise as IE declines, but Firefox still stands in its way. But not by much. And by StatCounter's measure, in the world outside the U.S., Chrome already brushed past Firefox in November, when it wrested the No. 2 spot with 25.69 percent of the worldwide market (up from 4.66 percent in November 2009) compared to Firefox's 25.23 percent.?

Afghan official: Most Kabul Bank loans recoverable (AP)

KABUL, Afghanistan ? Afghanistan's new central bank governor expressed confidence Sunday that the government can recover up to 80 percent of the $825 million it cost to bail out the private Kabul Bank.

The near-collapse last year of Kabul Bank, once the nation's largest private lender, created economic and political turmoil, prompted the freezing of some international aid and became a symbol of the country's deep-rooted corruption.

According to the International Monetary Fund, Kabul Bank operated like a "Ponzi scheme" that resulted in fraud on a massive scale. The case has been closely followed by international donors because it is seen as a test of government officials' pledge to root out patronage and graft and to show accountability to world financial institutions such as the IMF.

Last month, the IMF approved a three-year $133.6 million loan for Afghanistan because it found the government had taken steps to address governance and accountability issues that surfaced during the Kabul Bank crisis. The decision reassured international donors, many whom had withheld aid while waiting for the IMF decision.

Since the crisis, Kabul Bank has been split into two parts _a healthy one being run by the Afghan Finance Ministry, and another which is has taken over hundreds of millions of dollars in bad loans. The Afghan government hopes to put the healthy bank up for sale in the middle of next year.

Central bank chief Noorullah Delawari said 80 percent of the $825 million has been identified as receivable, and the bank hopes to get 20 percent back in the near term, and 60 percent in one to five years. It was still working to identify 20 percent of the funds ? or about $152 million ? still missing.

"A total of $825 million has been paid so far by the central bank and the government to Kabul Bank. Of that, $80 million has been received from the loans which were given by the Kabul Bank to individuals, almost 20 percent is going to come back in the near future and that is from properties mostly in Dubai and in Kabul," Delawari said.

He added that a delegation would travel to Dubai in coming days for meetings with officials there to find properties owned by those who took loans. Those properties would then be seized and sold.

BANGKOK ? Asian stocks rose Friday amid improving U.S. jobs and manufacturing data and the expected approval in Italy of an austerity plan intended to get the country's finances under control.

Benchmark oil lingered below $95 per barrel while the dollar fell against the euro and the yen.

Japan's Nikkei 225 index was 0.4 percent higher at 8,409.08. South Korea's Kospi rose 0.5 percent to 1,827.04 and Hong Kong's Hang Seng added 0.5 percent to 18,107.23. Benchmarks in Singapore, Taiwan and mainland China also rose.

Analysts stopped short of calling the gains a recovery, as trading was light ahead of the holidays. The Hang Seng, snapping a six-day losing streak, was higher on a technical rebound, said Linus Yip, a stategist at First Shanghai Securities in Hong Kong.

"The market dropped for six straight days. Now it may find some excuse for a technical rebound. So the U.S. job figures may be the excuse," Yip said.

Later Friday, the Italian government will hold a critical confidence vote in the lower house of parliament on a multibillion euro austerity package.

Despite widespread opposition, the plan aimed at persuading bond markets that the country can emerge from the widening European debt crisis is expected to pass. The country now sits on a 1.9 trillion euros ($2.5 trillion) powder keg of debt that could spark a global economic recession if a default occurs.

"While the plan will very likely get the required support from MPs, it will be important to see whether amendments are proposed in terms of spending cuts and implementation schedule, in particular," Frederik Ducrozet, an economist at Credit Agricole CIB, said in a research note.

Among Japanese stocks, online game firm Gree rose 0.8 percent after Nomura Holdings rated the stock a "buy" on an expected increase in profits, Kyodo News Agency reported. Major automakers fell, including Toyota Motor Corp., down 1.8 percent, and Mazda Motor Corp. dropping 2.2 percent.

Retailers led Australia stocks down. JB Hi-Fi tumbled 14.9 percent after surprising investors with a profit warning late Thursday. Myer Holdings fell 2.6 percent.

Investor sentiment rose after the U.S. government reported that the number of people applying for unemployment benefits dropped sharply last week to 366,000, the fewest since May 2008. That's a sign that layoffs are easing, a first step toward bringing down the unemployment rate, which currently stands at 8.6 percent.

Traders were also encouraged by a report from the Federal Reserve of New York that its index measuring regional manufacturing jumped to the highest level since May. That was far more than economists were expecting. A similar report from the Philadelphia branch of the Fed also increased more than analysts anticipated.

The Dow Jones industrial average rose 0.4 percent to 11,868.81. The Standard & Poor's 500 rose 0.3 percent to 1,215.76. The Nasdaq rose marginally to 2,541.01.

Benchmark oil for January delivery was up 30 cents to $94.17 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell $1.08 to finish at $93.87 per barrel on Nymex on Thursday.

In currency trading, the euro rose to $1.3034 from $1.3011 late Thursday in New York. The dollar fell to 77.85 yen from 77.91 yen.

Man United to face Ajax in Europa League

NYON, Switzerland - Former European champions Manchester United and Ajax will meet in the last 32 of the Europa League.

The two were drawn to face each other Friday.

Defending champion FC Porto will take on Manchester City, while 2010 Europa League champion Atletico Madrid will face Lazio.

In other matches, it's: Stoke vs. Valencia; Udinese vs. PAOK; and Locomotiv Moscow vs. Athletic Bilbao.

The first legs will be played Feb. 16, with the return matches scheduled for Feb. 23.

Microsoft Co-Founder Paul Allen Unveils Giant Plane for Private Space Launches (SPACE.com)

Microsoft co-founder Paul Allen announced today (Dec. 13) that he is teaming up again with aerospace design mogul Burt Rutan to develop what the pair is calling a revolutionary approach to private space travel for people, cargo or satellites.

The billionaire investor and philanthropist unveiled the new company Stratolaunch Systems, which aims to create airport-like operations for space travel. The company, headquartered in Huntsville, Ala., will use a giant twin-boom aircraft to launch a rocket and space capsule from the air to carry commercial and government payloads, and eventually paying passengers, into orbit. The first flight is expected to occur within five years.

Once the launch system is proven to be safe and reliable, manned flights will follow, Stratolaunch Systems officials said.

"I have long dreamed about taking the next big step in private space flight after the success of SpaceShipOne ? to offer a flexible, orbital space delivery system," Allen said in a statement. "We are at the dawn of radical change in the space launch industry. Stratolaunch Systems is pioneering an innovative solution that will revolutionize space travel."

This isn't Allen's first foray into the realm of private space travel.

Allen first partnered with Rutan, founder of the aerospace design company Scaled Composites, to bankroll the construction of a manned vehicle capable of reaching the edge of space. In 2004, the SpaceShipOne suborbital rocket plane became the first privately built manned craft to reach suborbital space.

In October of that year, SpaceShipOne was piloted to suborbital altitudes of more than 360,000 feet (112 kilometers) on back-to-back flights that helped Rutan and Allen snag the $10 million Ansari X prize.?

Stratolaunch systems will use an aircraft developed by Scaled Composites that is expected to be the largest aircraft ever flown, Stratolaunch officials said.

"Paul and I pioneered private space travel with SpaceShipOne, which led to Virgin Galactic?s commercial suborbital SpaceShipTwo Program," Rutan, who will join Stratolaunch Systems as a board member, said in a statement. "Now, we will have the opportunity to extend that capability to orbit and beyond. Paul has proven himself a visionary with the will, commitment and courage to continue pushing the boundaries of space technology. We are well aware of the challenges ahead, but we have put together an incredible research team that will draw inspiration from Paul?s vision." [Rise of SpaceShipTwo: The Test Flights Photos]

A multi-stage rocket booster will be manufactured by Hawthorne, Calif.-based Space Exploration Technologies (SpaceX).

SpaceX is one of several private companies designing spaceships to carry cargo, and eventually astronauts, to the International Space Station and other destinations in low-Earth orbit. The company's robotic Dragon capsule is slated to launch on a test flight to the space station in early February.

Today's announcement is the latest in a series of science and aerospace projects that Allen has funded over the years.

In addition to financing the development of SpaceShipOne, Allen also funded the construction of a collection of 42 radio dishes for the nonprofit Search for Extraterrestrial Intelligence (SETI) Institute. The Allen Telescope Array, named for the billionaire, is used to listen for alien signals in the SETI Institute's ongoing search for life beyond Earth.

Stratolaunch Systems will be led by Gary Wentz, a former chief engineer at NASA. Former NASA administrator Mike Griffin is also one of the company's board members. Griffin joined Allen and Rutan in a press conference today from Seattle to announce the new project.

"We believe this technology has the potential to someday make spaceflight routine by removing many of the constraints associated with ground launched rockets," Griffin said in a statement. "Our system will also provide the flexibility to launch from a large variety of locations."

The plane will be built in a Stratolaunch hangar which will soon begin construction at the Mojave Air and Space Port. It will be near where Scaled Composites built SpaceShipOne, company officials said.
